CLASSIFICATION: Personnel System - Requires satisfactory completion of a six-month probationary period.

Purpose of Job

The purpose of this job is to perform technical functions associated with the departments Geographic Information System (GIS). Duties and responsibilities include, but are not limited to, coordinating geographic information system functions; producing and maintaining computerized base maps; managing and updating GIS data layers; performing research; providing training, information, and education; performing computer maintenance functions; preparing correspondence, reports, and documentation; and performing additional tasks as assigned.

Job Related Requirements

WORK SCHEDULE: Monday - Friday, 8:00 a.m. - 5:00 p.m.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACCs safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

Bachelors Degree in planning/land use, public administration or related field, with major course work in geography, cartography, landscape architecture, geographic information systems, or related areas with two years of experience involving GIS database design and implementation with the production and maintenance of GIS data layers required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Must possess a valid drivers license.

Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Administrates and maintains the TPW Department Geographic Information System; coordinates GIS system functions; creates digital databases; manages and updates GIS data.

Produces, maintains, and updates computerized map base.

Performs research functions as appropriate; assists other staff members with research projects

Performs mapping, development of dashboards, and other related duties.

Provides training, education, and assistance to staff members concerning GIS technology and the use of enterprise spatial analysis software tools.

Performs basic maintenance functions on computer hardware and software programs; reviews software programs and makes recommendations.

Prepares and/or generates routine correspondence, reports, forms, charts, graphs, tables, spreadsheets, and other documentation via computer and/or typewriter.

Receives various documentation; reviews, processes, responds, forwards, maintains, and/or takes other actions as appropriate.

Answers the telephone; provides information, guidance, and assistance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.

Responds to routine requests for information from officials, employees, and members of the staff, the general public, or other individuals.

Maintains a working knowledge of various computer equipment and software programs.

Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Performs other related duties as required.

Knowledge, Skills and Abilities

Knowledge of the policies, procedures, and activities of the Planning Department as they pertain to the performance of duties relating to the position of GIS Analyst.

Knowledge to compile, organize, prepare, and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations.

Knowledge of the terminology used within the department.

Knowledge to communicate effectively with supervisors and other staff members.

Knowledge to use independent judgment in routine and non-routine situations.

Knowledge to plan, organize and/or prioritize daily assignments and work activities.

Knowledge of cartographic principles, methods and practices, of Athens-Clarke County policies and procedures, and of departmental procedures and methods as required in the performance of duties.

Knowledge and skill to operate various equipment and machinery including a computer, field GPS, printer, plotter, scanner, digitizer, audio/visual equipment, drafting instruments, copy machine, calculator, and telephone.

Skill in operating the Geographic Information System and computer-aided design software, and in utilizing various word processing, database, spreadsheet, graphics, drafting/mapping, and/or other software programs relevant to the position.

Skill to troubleshoot and diagnose computer-related problems in GIS system software and data applications.

Ability to handle required mathematical calculations.

Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.

Ability to comprehend and apply regulations and procedures of the department.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, typewriter, copier, scales and audio/visual equipment, drafting instruments, copy machine, calculator, telephone, etc. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work.

DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

INTERPERSONAL COMMUNICATION: Requires the ability to hear, speak and/or signal people to convey or exchange information. Includes giving and receiving assignments and/or directions to co-workers and assistants or from supervisors.

LANGUAGE ABILITY: Requires ability to read a variety of maps, informational documentation, directions, instructions, methods and procedures. Requires the ability to prepare letters, reports, charts, maps, tables, spreadsheets, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people with poise, voice control, and confidence.

INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative, technical or professional languages, including terminology related to cartography, geographic information systems, and computer operations.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages; interpret graphs; perform calculations involving variables, formulas, square roots and polynomials; perform statistical calculations which include frequency distributions, reliability and validity of tests, correlation techniques, factor analysis and econometrics.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with a variety of machinery and equipment including a computer, printer, plotter, scanner, digitizer, audio/visual equipment, drafting instruments, copy machine, calculator, telephone, etc.

MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using equipment. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as automated equipment, computer supplies, office supplies, and drafting instruments. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate stress when confronted with an emergency.
