General Description of Duties

The GIS Analyst is responsible for creating and maintaining mapping documents to support both internal and external applications and software platforms. This position develops and manages GIS data and associated metadata in alignment with Community Development and County standards. The GIS Analyst interprets and performs complex spatial analysis on GIS data layers to produce maps, reports, visual displays, and various geospatial data outputs. This role provides training and technical support to end users to enhance their understanding and effective use of GIS tools. The GIS Analyst assists in the development and maintenance of GIS-based applications designed for use by County staff and the public. Work is performed under the general direction of the GIS Coordinator.

Essential Job Functions

  • Organizes, creates, manipulates, enters, and retrieves GIS data for reporting, analysis, and presentation purposes.
  • Implements technical methodologies for creation and use of spatial and tabular data. Prepares and interprets source documents and spatial data for digital conversion.
  • Performs GIS functions such as topological overlays; prepares set-up for digitizing and mapping productions; prepares and updates various system files; enters data on appropriate layers by deleting and transferring obsolete information.
  • Assists with map production using data sets maintained in an enterprise geodatabase.
  • Compiles and integrates cartographic data from a wide variety of sources for inclusion in map products; assists in the development and deployment of web mapping applications.
  • Assists with creating, publishing, and maintaining map services.
  • Responds to technical questions from GIS users needing assistance and resolving problems; provides technical assistance to others on assigned projects and serves as a resource person to other departments on GIS related topics.
  • Creates thematic and spatial maps for ArcGIS Desktop and ArcGIS Server.
  • Supports with data editing, QA/QC, workflow management, and process documentation.
  • Maintains feature classes and metadata within an enterprise geodatabase.
  • Supports the graphic needs of the Community Development Office through software like Adobe Photoshop, Adobe Illustrator, and other online platforms.
  • Interprets and performs complex spatial analysis on GIS data layers to produce maps and reports.
  • Performs performance analysis on enterprise geodatabase, map services, and map documents.
  • Assists with spatial reports for geodatabase integrity, performance, and the property valuation process.
  • Provides training and support to GIS end users in all Departments, including the Public. Creates custom visual representations of GIS database information to assist end users in optimization of their duties; converts data for end users into common formats as required.
  • Attends meetings and training workshops to maintain current knowledge of trends and developments in the field.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.

Minimum Qualifications

Education: Bachelor's Degree in Geographic Information Systems (GIS), Geography, Information Technology, Surveying, Cartography, or Computer Science, with coursework in computer and information science, information technology/computer graphics/ArcGIS, or related field.

Experience: Three (3) years of experience performing at the level outlined in the essential job functions. An equivalent combination of experience, education, and/or training may be considered.

Miscellaneous:

  • Must possess and maintain a valid Florida Drivers License.
  • Must be willing to work a variety of work schedules, including compulsory work periods in special, emergency, and/or disaster situations.
  • Must complete any department required training/certifications.

Knowledge, Skills and Abilities

  • Knowledge of pertinent federal, state, and local rules, regulations, ordinances, and other regulatory standards applicable to the work.
  • Knowledge of the principles, practices, and methods of GIS database development, management, and maintenance.
  • Knowledge of CADD production techniques, and information management techniques as it relates to GIS technologies.
  • Skill in the conversion of spatial data into digitized formats utilizing current GIS technologies; skill in the manipulation and management of relational and non-relational database(s).
  • Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with minimum direction.
  • Knowledge of ArcGIS Desktop, ArcSDE, Geoprocessing, GIS Map Services;
  • Knowledge of GIS data creation, conversion, ETL, and backup;
  • Knowledge of ArcGIS for Server map services creation and maintenance;
  • Knowledge of map production and cartography;
  • Knowledge of thematic map creation and accurate cartographic representation;
  • Knowledge of geoprocessing scripting, preferably Python;
  • Knowledge of appraisal processes with a focus on spatial integration/interaction between appraisal data and GIS data;
  • Skill in excellent verbal and written communication;
  • Ability to perform in a dynamic environment that requires sensitivity to changing goals, priorities, and needs.
  • Ability to perform spatial analysis and create maps with ArcGIS software;
  • Ability to provide GIS technical support to internal and external County clients;
  • Ability to use the ArcGIS suite of products for specific project delivery;
  • Ability to evaluate software and tools that will facilitate efficient GIS workflows and boost productivity;
  • Ability to work independently, or team environment, without close supervision as well as prioritize daily activities, and coordinate project work.
  • Ability to accept increasing responsibility and to initiate and implement decisions;
  • Ability to establish and maintain effective working relationships with the public and other employees.
