Job Description Summary
This position will focus on City-wide uses of GIS including systems integration, server-based centralized GIS applications, database development, and process automation. This position will serve as backup for systems administration and planning.
The ideal candidate for the GIS Analyst position will be a motivated, service-oriented individual eager to grow within the dynamic and collaborative environment of local government. This person will work under the mentorship of the City's GIS Division and help advance the City of Goodyear's geospatial capabilities through accurate data management, supportive project work, and cross-departmental collaboration.

Essential Functions
This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.
- Integrates GIS with existing or new City systems and processes by identifying possible uses of GIS within City systems and processes; working with clients to define needs and manage expectations; and developing special aspects of data collection, analysis, or dissemination to successfully integrate these systems.
- Designs and develops GIS application procedures and programs as required; tests procedures and programs to assure that desired results are achieved; and makes necessary changes to correct deficiencies.
- Assist in management of GIS data or the maintenance of data quality assurance and quality control standards.
- Performs moderate to complex GIS analytical and geoprocessing functions, including input, editing, manipulation, management, analysis and output of spatial and tabular data sets.
- Meet and communicate effectively with internal users, vendors, and consultants in determining most appropriate approach in providing GIS functionality.
- Operates GIS computer equipment, such as workstations, printers, plotters, wide format scanners, and GPS units as required.
- Creates appropriate documentation of designed or integrated systems; assist with development of training and help documents; provide training and technical support as needed.
- Assists in geodatabase design and implementation by using available data modeling, programming, and management tools to implement and maintain GIS database applications.
- Serves as backup in GIS systems administration by assisting the GIS Coordinator in managing GIS hardware and software assets including intranet server and SQL Server database server.
Requirements
- Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelors degree or equivalent.
- Experience: Minimum of two years of experience in a related field.
- Certifications and Other Requirements: Valid Drivers License.
- Reading: Work requires the ability to read and understand complex legal descriptions, technical manuals, and other manuals as required.
- Math: Work requires the ability to perform geometric or trigonometric calculations in order to solve a problem. Will frequently need to perform basic arithmetic and statistical operations.
- Writing: Work requires the ability to write documentation for complex systems including users manuals, reports, and procedural papers.
- Managerial: Semi-Complex - Work requires functioning as a lead worker performing essentially the same work as those directed, and includes overseeing work quality, training, instructing, and scheduling work.
- Policy/Decision Making: Moderate - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts are typically reviewed prior to being finalized.

In many of the interactions, contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
12 Month Objectives
Objective:Complete onboarding and foundational training.
- Set up system access and workspace, and finish required training.
- Learn the GIS Divisions tools (ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, AutoCAD, etc).
- Understand the City of Goodyears organizational structure and the GIS Divisions role in local government.
Objective:Shadow the GIS team and understand fundamental workflows.
- Observe existing workflows and projects supporting departments such as the Water, Police Department, Development Services, etc.
- Meet team members and key internal customers across city departments.
- Learn TDX ticketing and project tracking systems to manage GIS requests and support.
Objective:Begin basic GIS tasks under supervision.
- Assist with basic data editing (attribute & spatial updates) using city standards.
- Review versioning practices and governance applied to Goodyear enterprise GIS data.
- Document tasks and lessons learned to begin building personal process understanding.
Within 60 days:
Objective: Support regular GIS data updates.
- With increasing independence, update core GIS layers that support land base and utility network.
- Continue running QA/QC tools and reporting issues to the GIS team.
- Follow internal standards and governance practices in all editing tasks.
Objective: Engage in team processes and documentation.
- Participate in weekly team meetings and department collaboration.
- Begin contributing edits to process documentation or tutorials.
- Identify and share one area for potential improvement within a workflow.
Within 12 Months:
Objective: Deliver GIS tasks with minimal supervision.
- Maintain assigned datasets for City operations and provide updates as needed
- Manage GIS requests from departments with consistent quality and responsiveness.
- Support routine publishing or updates to internal and public-facing maps.
Objective: Present work and contribute to GIS growth
- Deliver a presentation to showcase a map, dataset, or project that you managed.
- Recommend a GIS enhancement (tool, process, or data improvement).
- Join a project team or planning session to contribute to citywide GIS strategy.
- Be involved with the Arizona Geospatial Community and the Arizona Geographic Information Council (AGIC).
Objective: Advance technical and professional development:
- Build proficiency in Python or SQL scripting for automation.
- Stay engaged with Esri learning paths and GIS conferences or webinars.
- Strengthen communication and collaboration with city departments.
