This position is located at MARINE CORPS BASE HAWAII - MARINA. Candidates selected for this position will serve as a REGULAR FULL-TIME GENERAL MANAGER NF4.

Major Duties
Responsible for the economic and efficient operation of outdoor recreation programs, including recreation equipment check-out, a full-service marina encompassing wet and dry slip rental, watercraft and motorized boat rentals, boat maintenance and repairs, certification classes for motorboat operators, and related retail operations. Implements higher level directives, formulates procedures and programs to ensure high standards of recreational and promotional efforts. Carries out necessary liaison with other staff officials that support outdoor recreation and marina activities, events, and purchase of related equipment. Conducts inspections of the marina facility and equipment.
Performs Contracting Officer Representative (COR) duties. Serves as liaison between a Contractor and Contracting Officer to aid in contract administration. Overseas contractor performance and adherence to regulations. Informs the Contracting Officer of potential performance problems. Handles routing matters, contract files, and forwards information to Contracting Officer. Inspects and accepts products and services, reviews and approves invoices. Prepares periodic COR reports.
Plans, organizes work and manages internal resources to ensure maximum productivity and economies. Prepares financial plan, budgets, inventories, cost controls, and related records and reports, and exercises authority on approved budget. Reviews the financial status of the assigned activity and recommends changes considered necessary. Either directly or indirectly through subordinate supervisors, manages activity employees. Trains, schedules work, approves leave requests, appraises performance, counsels assigned personnel, and recommends personnel actions. Effectively supports the Marine Corps Equal Employment opportunity policy, and ensures compliance with fire safety, security, and other environmental issues.
Manages new property resources and provides advice on renovations and improvements. Develops long range plans in conjunction with internal operating directives. Maintains and enforces security for funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud waste and abuse. Must be alert to substance and alcohol abuse and take appropriate action.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
Performs other related duties as assigned.
Qualifications
A minimum of four years supervisory experience which demonstrates responsible administrative, professional, and technical work involving marina operations, including boating, the use and related mechanics of equipment, and recreational activities. Strong organizational skills and the ability to motivate and coordinate with others. Incumbent must have the ability to supervise, deal effectively with subordinates, management officials, and patrons. Bachelor of Arts degree in recreation, business or a related field from an accredited university or certification in marina management preferred. Must have ability to effectively communicate both orally and in writing. This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance.
