Gas Director

JOB SUMMARY

This position is responsible for planning, organizing, and directing the City's gas system.

MAJOR DUTIES

• Provide overall leadership and direction for natural gas system operations, maintenance,

compliance, and expansion.

• Informs City Manager of critical issues.
• Develop and enforce operational policies that align with:

o PHMSA, CFR Part 192, Part 199, Part 40, and Georgia PSC regulations.

• Oversee inspection programs, OQ compliance, risk management protocols, and

emergency response planning.

• Supervise and evaluate the performance of supervisory and technical staff.
• Review and sign off on all compliance submissions, including:

o Annual reports, incident notifications, leak response audits, and system integrity

assessments.

• Establish and maintain operational metrics to track service reliability, leak repair times,

and regulatory performance.

• Coordinate internal audits and serve as the lead liaison during regulatory audits or

enforcement actions.

• Represent the City in gas utility consortiums, legislative sessions, and regional safety

initiatives.

• Develops budget proposals and manages approved funds.
• Directs the maintenance of department records.
• Attends departmental meetings, City Council meetings, and training sessions to remain informed and support departmental operations, as required.
• Prepares regular and special reports.
• Guide engineering and contractor selection for major infrastructure projects.
• Foster a culture of safety, accountability, and innovation across all utility teams.
• Responds to all major gas incidents.
• Performs related duties.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

• The work is typically performed while intermittently sitting, standing, stooping, walking, bending, crouching. The employee frequently lifts light and occasionally heavy objects, uses tools or equipment requiring a high degree of dexterity climbs ladders and distinguishes between shades of color, and utilizes the sense of smell.
• The work is typically performed outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.

MINIMUM QUALIFICATIONS

• Bachelor's degree or equivalent experience
• Progressive leadership experience in natural gas utility operations.
• In-depth understanding of pipeline safety regulations, operator qualification protocols, and utility compliance.
• Proven experience in budget preparation, capital planning and organizational leadership.
• Exceptional communication skills.
• Ability to respond to emergency events and act as the Incident Commander for gas-related emergencies.
• Valid Georgia driver's license.
