Job Description

The Iowa Racing and Gaming Commission (IRGC) is seeking a Gaming Representative to oversee gaming operations at the newly developed Cedar Crossing Casino & Entertainment Center in Cedar Rapids. This is a unique opportunity to play a key role in the opening and ongoing regulation of a brand-new gaming facility while helping ensure gaming activities are conducted fairly, securely, and in compliance with Iowa law.

As a Gaming Representative, you will serve as IRGC's on-site regulatory presence, working closely with casino staff, patrons, and law enforcement partners to uphold the integrity of gaming operations and protect the public interest.

What Youll Do

Ensure Gaming Operations Meet Iowa Standards

  • Verify gaming devices, slot machines, and table games are approved and operating in accordance with Iowa law and administrative rules.
  • Conduct testing and inspections of gaming equipment and gaming systems.
  • Review and approve game rules, promotions, tournaments, and other gaming activities.
  • Verify gaming inventories, shipments, and destruction procedures for gaming equipment and supplies.

Monitor Compliance and Financial Integrity

  • Review gaming revenue records and identify discrepancies when necessary.
  • Observe and review gaming operations, including surveillance and count procedures.
  • Verify compliance with approved security plans, internal controls, and operational procedures.
  • Monitor compliance with responsible gaming requirements and restrictions involving minors and intoxicated individuals.
  • Assist with sports wagering oversight and complaint investigations as applicable.

Conduct Regulatory Reviews and Investigations

  • Review incidents, complaints, and potential rule violations.
  • Investigate allegations of noncompliance and determine appropriate regulatory action.
  • Prepare reports, recommendations, and documentation related to investigations.
  • Serve as a representative of the agency during hearings, appeals, and regulatory proceedings when necessary.

Administer Occupational Licensing

  • Review and process gaming occupational license applications.
  • Conduct applicant interviews and determine eligibility for licensure.
  • Monitor compliance with licensing requirements and conditions.
  • Process licensing actions including approvals, denials, suspensions, and probationary actions.

Serve as a Regulatory Resource

  • Interpret and apply Iowa Code, administrative rules, and gaming regulations.
  • Advise casino personnel regarding regulatory requirements and compliance expectations.
  • Collaborate with casino staff, law enforcement, and members of the public to resolve concerns and maintain regulatory compliance.
  • Build professional working relationships while ensuring accountability and integrity within gaming operations.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a degree in accounting, public or business administration, compliance, finance, law, or a closely-related field.
  • Four years of full-time work experience in the compliance with or interpretation of administrative rules, laws, or regulations.
  • Four years of full-time work experience in the pari-mutuel racing or gaming industry in a position that involved interpreting rules, compliance, and making judgments.
  • A total of four years of education and/or full-time experience (as described in number two or three), where thirty semester hours of accredited college or university course work in business, accounting, public or business administration, compliance, finance, law, or a closely-related field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes one year of full-time work as a Gaming Representative 1.

Additional Qualification Requirements

Positions in this class require the ability to pass a background check to obtain licensure by the Iowa Racing and Gaming Commission. Licensure is necessary for permanent employment.
