SUMMARY DESCRIPTION:
Under direction develops and articulates a vision for elementary curriculum and instruction to all stakeholders and provides leadership for developing countywide curriculum and instructional program planning. Has experience with school leadership that can be applied to developing a cohesive instructional program. Provides leadership for delivery of professional learning for administrators, classroom teachers, and appropriate staff. Keeps abreast of national, state and local district trends to obtain information for essential program improvements. Leads on-going program monitoring and evaluation and takes the initiative to develop next steps for improvement at the system level. Keeps abreast of the latest assessments and resources to support the system''s goals and directs evaluation and selection of textbooks, instructional materials, and equipment. Communicates the instructional program to the Board of Education, staff, and community. Supervises assigned staff, manages projects, and establishes procedures to fulfill responsibilities and improve countywide program.
CERTIFICATE LICENSE:
Meets Maryland state certification requirements in assigned discipline and for Administrator I. Completion of OAT I or II, or completion within one-year of the position start date.
KNOWLEDGE SKILLS ABILITIES:
Thorough knowledge of current educational principles, best practices and procedures in curriculum, instruction, and program development, professional learning for staff, and assessing program needs in the assigned instructional specialty area. Thorough knowledge of Montgomery County Public Schools (MCPS) organization and administration of curriculum, assessment, instruction, policy, student achievement data, and federal and state laws related to curriculum, assessment, and instruction. Knowledge of national, state, and local standards and assessments and ability to apply them to curriculum and classroom instruction. Knowledge of accountability measures and achievement data analysis. Knowledge of technology to support learning, data analysis, and communication. Knowledge of effective instructional practices in the assigned discipline to meet the needs of a diverse student population. Ability to work effectively and collaboratively with principals, staff, parents, state and national colleagues, and a variety of stakeholder groups. Excellent planning, organization, management, communication (oral and written), and human relations skills. Ability to prepare documents and presentations for the superintendent and Board of Education. Thorough knowledge of the development, implementation, and support of a Professional Growth System (PGS) for staff.
EDUCATION, TRAINING, EXPERIENCE:
Masters degree from an accredited college or university with specialization in the area of responsibility and course work in curriculum, assessment, instruction, supervision, and administration; doctorate desirable. Five years outstanding teaching or related experience in the appropriate subject and at the appropriate level. Administrative or supervisory experience desirable. Successful recent leadership experiences in assessing program needs, curriculum and assessment development, instructional practices, program implementation and professional learning for staff desirable. Experience in data analysis of student achievement, grant writing, policy and regulation development desirable. Experience with instructional technology applications to support teaching and learning, curriculum development, staff training, program and student accountability, and communication.
