MCPS Official Job Description

SUMMARY DESCRIPTION:

Under direction of the director, Student Well-Being & Achievement, in the Office of Student and Family Support and Engagement (OSFSE), and in collaboration with the Resolution and Compliance Unit, the coordinator provides leadership, oversees and coordinates Section 504 compliance functions and case management supports. Provides oversight of proactive central office supported problem-solving strategies related to special education and Section 504 Plan of the Rehabilitation Act issues. Provides professional development and technical support to MCPS staff members, parents/guardians systemwide, as well as to central and school based staff members linked to compliance with federal law under Section 504. Serves as the school district''s Section 504 coordinator and supervises the implementation of Section 504 processes. Provides central office monitoring of Section 504 compliance. Reviews legislation and provides input into recommended changes in MCPS policies and regulations, as well as responses to proposed legislation.

CERTIFICATE LICENSE:

Meets state certification for Administrator I. Completion of OAT I or II, or completion within one-year of the position start date.

KNOWLEDGE, SKILLS, and ABILITIES:

Thorough knowledge of Section 504 of the Rehabilitation Act and all relevant MCPS policies, regulations, and procedures as they pertain to Section 504. Excellent organizational, interpersonal, and communication skills. Ability to collect, analyze, and interpret data relative to all functions of the division. Ability to supervise and motivate professional staff members. Ability to provide effective professional development to school-based administrators and staff members to ensure compliance with relevant legislative mandates. Requires excellent writing skills. Knowledge and application of the six leadership standards established for the Montgomery County Association of Administrators and Principals (MCAAP) Administrative and Supervisory Professional Growth System (MCAAP PGS).

EDUCATION, TRAINING, and EXPERIENCE:

Master''s degree from an accredited college or university in special education, counseling or related field. A minimum of five years or more experience in teaching, counseling, or development of Section 504 Plans. Demonstrated knowledge of Section 504 regulations, case law, and MCPS procedures related to Child Find, eligibility, evaluations and re-evaluations under Section 504, as well as, the development of Section 504 plans and testing accommodations. Demonstrated experience with and understanding of data monitoring and reporting. Proven successful experience in effective collaboration and facilitating mediation with a variety of stakeholder groups. Experience with organizational communications, public relations, and community relations desirable. Demonstrated leadership experiences, experience in planning and conducting professional learning opportunities effectively in the position. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
