Pre-Requisites

• Utah/NFPA Fire Officer 1
• Utah/NFPA Fire Instructor 1 Certification
• NWCG Engine Boss Certification or better
• NWCG S-230, RT-130, S-290
• NWCG Red Card: Arduous Level
• Utah/NFPA Company Officer Fire Inspector Course
• NREMT or Utah EMT or Paramedic Certification
• Utah/NFPA Firefighter 1 and 2 (NFPA FF-1 & FF-2)
• Utah/NFPA ADO - Pumper & Aerial Certification
• Hazardous Materials First Responder -Awareness and Operations (NFPA HazMat Awareness & Operations)
• National Incident Management System
• Valid CPR Certification
• Employees will be required to complete/possess IS100, IS200, ICS300, ICS400, IS700, IS703, IS800. Any not possessed shall be completed within 2 years.

Copies of ALL prerequisite certification certificates MUST be attached to the application before the closing date for the applicant to be considered qualified as an outside candidate. For internal captain applications, this is not necessary, as it has already been completed. Fire Certifications must be from NWCG, the Utah Fire Rescue Academy (UFRA), IFSAC, or Pro Board. All IFSAC or Pro Board seals with a legible number must be present on copies of certificates, including reciprocity.

POSITION SUMMARY

Assist the Battalion Chief in the Training Division; Lead the department and personnel in the establishment of a Wildland Firefighting Division. The selected candidate will be expected to participate in Federal EMAC and State MOU deployments until additional team members can be trained to the level of Engine Boss. Management and completion of all required documentation and paperwork during deployments. Responsible for the safety and wellbeing of others and yourself while deployed. Ensures crew operational readiness. Maintains accountability of all crew members and assigned groups. Ensure a working relationship with assigned group leaders. Immediately report any injuries, illnesses, or personnel issues to the appropriate authority. Ensure crew members and self, follow the outlined code of conduct and department policy. Make notifications of safe arrival home following assignments. Assist, manage, and direct department-wide Wildland Firefighting, Firefighting, and EMS training per direction, ensure standardization of training across all three shifts, Fire Prevention, and Fire Administration, ensure training is completed to maximize point values for ISO ratings, and maintain personnel certification requirements. Receives general direction from the Battalion Chief over the Training Division.

PREFERRED PREREQUISITES

• Vast experience in wildland firefighting operations with Federal EMAC and/or State MOU deployments.
• NWCG S-270, S-231, S-219, L-280, S-260
• Two-year degree or greater from an accredited university.

EXPERIENCE AND TRAINING STANDARDS

• Candidates shall have six years total full-time experience with Ogden City Fire Department or a career fire department by the application deadline.
• Candidates must be able to pass the Ogden City Fire Department fitness standard outlined in Appendix A and complete the NWCG arduous level red card standard.
• Certifications, conferences, and attendance at the National Fire Academy (NFA) that are deemed necessary by the Fire Chief, Deputy Chief, and Training Battalion Chief.
• Candidates must have a valid Utah Driver License, capable of working in an emergency firefighting environment; work in intense life-threatening conditions; exposure to fire, smoke, bodily fluids, and noise; running, walking, crawling, climbing, stooping, and lifting; work in inclement weather conditions; may wear heavy protective equipment while working.
• Any combination of experience and education that would likely provide the required knowledge and abilities may be qualifying.

Failure to obtain/maintain license and certificate as outlined above may result in termination from the position.

ESSENTIAL JOB FUNCTIONS

• Knowledge of the principles, practices and procedures of modern firefighting and fire prevention practices to include industry and department standards, advanced emergency medical services, hazardous materials, emergency rescue services; rules, regulations, operational procedures of the Fire Department; principles and practices of supervision, training, team building; principles, practices, and procedures of the "National Incident Management System (NIMS)
• Knowledge of the local geography, including the location of water supplies and the major fire hazards of the City.
• Knowledge of Microsoft Office software systems.
• Knowledge of the City budget and purchasing procedures.
• Knowledge of the department's wildland firefighting program
• Assist with wildland equipment and PPE inventory and maintenance
• Operation efficiency with training equipment and the associated software.
• Federal, State, and Local laws, codes, ordinances, and regulations that govern the activities of the Fire Department: meet the emergency medical technician requirement prescribed by the State of Utah; meet the various N.F.P.A. certification requirements prescribed by the State of Utah.
• Ability to assist in managing and directing department-wide training, ensure standardization of training across all three fire shifts, fire prevention and fire administration.
• Ability to ensure that training is completed to maximize point values for ISO ratings & completing all training requirements for certification and recertification for personnel is completed.
• Candidates will assist the Battalion Chief with all research, development, and implementation of a comprehensive fire and EMS training programs that meets industry, national, state, local and department standards; direct fire based-continuing education; develop and implement new hire training programs.
• Work with employees to correct deficiencies; document and direct, coordinate and review the work plan for assigned programs; assign work activities and projects; monitor workflow; review and evaluate work methods and procedures.
• Identify opportunities for improving service delivery methods and procedures; implement improvements.
• Ability to research, develop, and recommend procedures and policies, assist with preparation of budget proposals for assigned areas of responsibilities.
• Forecast additional funds needed for equipment, materials, and supplies; recommend adjustments as necessary.
• Coordinate assigned activities with training firefighters and those of other divisions, outside agencies, and organizations.
• Ability to prepare and present reports and other necessary correspondence at the direction of the Training Battalion Chief.
• Candidates will prepare and present public information and education presentations to various organizations, schools, and the public on fire safety at the direction of the Training Battalion Chief: schedule and coordinate activities with those of other divisions and outside agencies and organizations: develop and maintain a variety of records and reports.
• Candidates must establish and maintain a work environment that is free of discrimination and hostility; be an example to assigned staff through adherence to the policies and procedures of the City and Fire Department.
• Candidates should be able to assist with a variety of emergency and non-emergency service activities related to wildland fire incidents, fire incidents, emergency medical incidents, hazardous materials incidents, rescue incidents, fire prevention, public education, and community disaster preparedness; interpret and explain City and Fire Department policies and procedures.
• Effectively train personnel to deal with personal danger and hazards when exposed to fire conditions, toxic environments, dangerous persons, dangerous animals, emergency driving, working in and near traffic, natural and manmade disasters including severe weather conditions.

SPECIAL REQUIREMENTS

• At the direction of the Training Battalion Chief assigned Captain may work a variable schedule to complete wildland deployments and necessary training of all department personnel that may include weekends, daytime, nighttime, and early morning hours.
• Candidates will be on an administrative work schedule that will focus on wildland deployments, projects, and training completion of department personnel.
• Assigned candidates may be required to flex and adapt the work schedule to attend meetings and planning sessions outside of the typical work schedule; attend and participate in professional group meetings including but not limited to local, county, regional; stay abreast of new trends and innovations.
• Training division personnel on infrequent occasions may fill in for an in-service engine crew while those personnel are out of service for training.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

• Work environment is in an emergency firefighting environment, with work in intense life-threatening conditions and exposure to loud noise, wet or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, outdoor weather conditions, vibrations, extreme heat, and extreme cold. May work in high, precarious places and placed at risk of electrical shock and radiation.
• May wear heavy protective equipment and/or self-contained breathing apparatus while working.
• The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
• Must possess the physical ability to work primarily with fingers, climb and balance, see clearly at close (less than 20 inches) and far (20 feet or more) distances, judge distances and spatial relationships, identify and distinguish colors, observe an area that can be seen up and down or the left and right while eyes are fixed on a given point, and adjust the eye to bring an object into sharp focus.
• Must maintain physical condition to perform essential duties as specified by fire service certifications and which are appropriate to the performance of assigned duties and responsibilities. they may include performing life threatening activities in emergency situations, running, walking, sitting, crouching, crawling, perform heavy lifting and physical maneuvering; moving equipment, moving injured/deceased persons, climbing stairs/ladders, performing lifesaving and rescue procedures, and operating assigned equipment and vehicles; all these duties may have to be performed for extended periods of time; maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, operating assigned equipment and vehicles; maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under dangerous circumstances, evaluating various options and alternatives and choose an appropriate and reasonable course of action, demonstrating intellectual capabilities during training, testing, and situational processes.
• Additionally, the following physical abilities are required: standing, walking, sitting, stooping, kneeling, crouching, crawling, talking, hearing, and smelling.
• Required to pass annual fire department fitness exam.
