Position Title: Evaluation Manager
Reports To: Chief Operating Officer
Employment Status: Seasonal/Contracted role
Location: Charlotte, NC


Position Summary
The Evaluation Manager leads the design, coordination, and execution of program evaluation for
Freedom School Partners' Summer 2026 Freedom Schools® program. This role ensures the
organization has accurate, reliable, and actionable data to assess program impact and drive continuous
improvement.


The Evaluation Manager is responsible for managing assessment administration, analyzing literacy and
social-emotional outcomes, and translating findings into clear insights that strengthen program quality
across all sites. This role requires strong project management, analytical thinking, and the ability to
connect data to program strategy and execution.


Primary Duties
Project Planning & Development
• Lead the planning and execution of the Summer 2026 evaluation strategy aligned to
organizational priorities.
• Develop and manage an evaluation plan including key questions, methodology, timelines, and
deliverables.
• Align evaluation work with program goals related to literacy, social-emotional learning, and
overall program quality.
• Coordinate evaluation timelines with program operations to ensure seamless implementation
across all sites.


Data Collection & Assessment Coordination
• Oversee administration of the ROAR digital literacy assessment across all Freedom School sites,
including pre- and post-program testing.
• Train and support site staff on standardized assessment protocols and expectations.
• Monitor assessment completion rates, troubleshoot site-level challenges, and ensure
consistency in administration.
• Ensure data integrity by identifying and addressing issues related to reliability, missing data, or
inconsistencies.
• Coordinate collection of additional data sources including scholar surveys, attendance,
classroom observations, and staff reflections.
Data Analysis & Evaluation
• Analyze literacy outcomes using pre- and post-assessment data to determine program impact.
• Conduct site-level, grade-level, and attendance-based analysis to identify trends and
performance differences.
• Analyze social-emotional learning outcomes using scholar survey data and observation tools.
• Identify patterns in instructional quality and program implementation across sites.
• Support the integration of multiple data sources into a unified evaluation of program
effectiveness.


Reporting & Communication
• Develop and deliver key evaluation outputs, including:
o Evaluation design document prior to program launch
o Mid-summer progress brief highlighting early insights and data trends
o Final evaluation report with key findings and recommendations
o Site-level summaries to support program teams
• Translate complex data into clear, accessible insights for staff, leadership, and board
stakeholders.
• Support creation of presentations and materials that communicate program impact to internal
and external audiences.


Program Quality & Continuous Improvement
• Provide real-time insights during the summer to support program adjustments and site-level
decision making.
• Identify strengths and areas for improvement across sites and program components.
• Develop actionable recommendations to strengthen literacy instruction, SEL outcomes, and
program delivery.
• Support alignment between evaluation findings and future program planning.


Cross-Team Coordination
• Partner with program staff, site teams, and leadership to align evaluation efforts with program
implementation.
• Support integration of data systems including scholar information, attendance tracking, and
survey tools.
• Coordinate with external partners, including Charlotte-Mecklenburg Schools or other data
providers, as needed.


Skills Required
• Bachelor's degree in education, Social Science, Public Policy, Data Analytics, or related field
(Master's preferred).
• 3+ years of experience in program evaluation, data analysis, or education-focused roles.
• Experience managing data collection or assessment processes across multiple sites or
programs.
• Strong analytical skills and ability to interpret and communicate data clearly.
• Experience with surveys, assessments, and program evaluation methods.
• Strong project management and organizational skills.
• Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
• Excellent written and verbal communication skills.
• Commitment to equity-centered evaluation and culturally responsive practices.
• Familiarity with youth development or education programs preferred.
• Interest in nonprofit operations, children's literacy, and community engagement.
• Ability to lift 50 pounds and assist with physical setup for events or supplies.
• Reliable transportation to FSP sites across Charlotte.
• Enthusiasm for the CDF Freedom Schools® mission and commitment to children's advocacy,
servant leadership, and culturally responsive programming.


Equity in Pay:
Freedom School Partners is committed to equity and transparency in how we resource this work. This
engagement is a fixed-fee contract with a total budget of up to $15,000, based on scope and
deliverables. We do not negotiate individual rates beyond this established range to ensure consistency
and fairness across all applicants.


Accountability
Shall be accountable to the Chief Operating Officer.

scholars to a broader community that believes in and advocates for them. In addition, FSP engages
