Odyssey Systems has an exciting opportunity for a Foreign Disclosure and Policy Specialist providing support to the Command, Control, Communications, and Battle Management Division (C3BM).
Command, Control, Communications, and Battle Management (C3BM) has been tasked with delivering an integrated Department of the Air Force (DAF) Battle Network providing resilient decision advantage and enabling the USAF, USSF, Joint, and Coalition Force to win against the pacing challenge. C3BM supports execution in many different focus areas. C3BM’s main efforts are Architecture and Systems Engineering (ASE), Operational Response Team (ORT), and multiple mission integration teams such as Air, Maritime and multiple acquisitions consisting of both the Advanced Battle Management System (ABMS) and Space.
This is a full-time position that can be worked out of Wright Patterson AFB, Dayton, OH (This position is 5 days a week onsite).
Responsibilities:
This role will provide Foreign Disclosure and Policy support to assist the Government in managing and executing disclosure decisions involving foreign partners and international organizations. The position supports the full lifecycle of foreign disclosure activities, including request processing, policy development, documentation review, coordination, and compliance with U.S. and Department of the Air Force disclosure regulations.
Duties include, but not limited to:
Assist the Government with processing requests for disclosure of information to foreign partners.
Review a wide range of products for foreign release determination and approval.
Process Requests for Information (RFIs) and Letters of Offer and Acceptance (LOAs) from foreign governments and international organizations.
Maintain a permanent electronic database documenting all decisions related to disclosure, release, or denial of information to foreign nationals.
Draft Project Agreements (PAs) in support of foreign disclosure and international cooperation activities.
Identify existing Memorandums of Understanding (MOUs) with Allies and Partners that can be leveraged to share program data and source code.
Support other Foreign Disclosure Officers (FDOs) across programs and organizations.
Generate, review, and support policy documentation including:
Delegation of Disclosure Authority Letters (DDLs)
International Traffic in Arms Regulations (ITAR) Agreements
Technical Assistance Agreements (TAAs)
Related foreign disclosure and policy documentation
Support information-sharing activities related to foreign disclosures.
Conduct detailed document reviews and coordinate with internal and external agencies.
Draft official correspondence and prepare disclosure and release recommendations.
Support downgrade and declassification requests in accordance with applicable policy and guidance.
Qualifications:
Citizenship: Must be a US citizen
Minimum Required Qualifications
Clearance: Must have and be able to maintain a Secret level clearance and be eligible for upgrade to TS/SCI
Completion of all relevant foreign disclosure courses in accordance with DAFMAN 16-201, Department of the Air Force Foreign Disclosure and Technology Transfer Program, or possession of a Combatant Command (CCMD) equivalent certification.
Required courses may be completed within 6 months of position start.
Proficiency in collaboration tools, including Confluence and Jira.
Demonstrated experience with Air Force information dissemination procedures and Sensitive Compartmented Information (SCI), including classification management, sanitization, downgrading, de-compartmentalization, and operational use.
Preferred Qualifications
Clearance: An active Top Secret level clearance with current SCI eligibility
Education: Bachelor’s Degree and a minimum of 8 years of relevant foreign disclosure and/or policy experience OR a minimum of 10 years of relevant foreign disclosure and/or policy experience
