Job Summary: The Food Service District Manager is a pivotal hybrid leadership role that combines full operational and financial accountability for Quick Service Restaurant (QSR) programs with the strategic partnership responsibilities of a regional food service business partner. This role drives execution, growth, and profitability of Refuel’s food service programs including hot foods, grab & go, breakfast, and beverage initiatives across an assigned area. Reporting to the Manager of Food Operations and working in close alignment with Regional Operations and Store Leadership, this leader ensures consistent brand execution, operational excellence, and measurable results across quality, EBITDA, sales, and margin metrics. The role serves as the subject matter expert for all food programs and leads a team of QSR Managers while coaching and developing store-level food service talent.
Job Duties and Responsibilities:

Operational Excellence
• Oversee the full operational and financial performance of QSR programs within the district, ensuring adherence to quality, safety, and brand standards.
• Partner with Regional and District leadership to execute food service programs including QSR, hot foods, grab & go, and beverage consistently across all locations.
• Audit kitchen, QSR, and grab & go execution against recipes, portioning, and presentation standards.
• Support new product rollouts, limited time offers (LTOs), and promotional programs.
• Monitor food service operations and implement corrective actions based on performance data when applicable (sales, margin, waste, labor).
• Ensure all locations comply with industry regulations, health and safety standards, brand standards and company policies.
• Conduct Food Safety Certification for Convenience Store, Food Service and QSR Management teams.
Business & Financial Performance
• Achieve area food service sales, margin, and waste targets; provide regular reporting and monthly district performance recaps.
• Monitor sales, revenue, expenses, and profitability implementing strategies to meet financial goals.
• Review store-level and regional performance trends using P&L reports, mock schedules, and product mix data.
• Partner with leadership to measure promotion effectiveness and optimize mix and pricing.
• Facilitate weekly meetings with direct reports to cover operating expenses and profit performance.
• Provide input into annual business planning, labor modeling, and product forecasting.
• Monitor and control labor in the QSRs based on model and sales.
People Leadership & Development
• Recruit, hire, and develop QSR Managers; ensure QSR locations are adequately staffed with qualified talent.
• Conduct performance reviews and provide ongoing, regular feedback to direct reports.
• Ensure new QSR team members complete orientation and required training; oversee certification of QSR Management staff.
• Coach and develop store and Food Service leaders to elevate the department’s performance.
• Conduct ongoing training on food safety procedures, operational standards, and customer experience.
• Champion a culture of accountability, pride, and excellence in food service execution.
Collaboration & Strategic Partnership
• Serve as the regional liaison between the Operations Team and Brand Managers
• Lead district food service meetings and performance reviews with QSR and store management teams.
• Share best practices and success stories to elevate food service performance companywide.
• Partner on product development feedback and field testing of new items.
Knowledge, Skills, and Abilities: An ideal candidate will have experience with or understanding of:
• Convenience food service, QSR operations, and key profitability levers.
• PDI, Power BI, cost accounting methods and P&L ststements.
• Microsoft Office Suite (Excel, Word, PowerPoint) and POS reporting systems.
• Strong analytical skills with the ability to translate data insights into actionable strategies.
• Demonstrated coaching, training, and multi-unit leadership capabilities.
• Excellent communication, presentation, and relationship-building skills.
Education and Experience: An ideal candidate will have the following education and experience:
• Bachelor’s degree in Business, Hospitality, or a related field preferred; equivalent experience accepted.
• 3+ years of food service experience with proven success in food service operations.
• 2+ years of multi-unit restaurant or food service management experience.
• Experience with food safety protocols, menu labeling, and FDA guidelines.
Working environment and physical requirements:
• Must be able to lift 50 pounds at times and work in both office and store environments.
Travel:
• Must be able to frequently travel daily between store and QSR locations within the region.
• Additional travel up to 30% for regional meetings, training, and field visits.
• Must maintain a valid, unrestricted driver’s license.
