Job Summary

This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.

NATURE OF WORK

Under minimal supervision, of the Fleet Manager performs work of considerable difficulty planning, organizing, directing and coordinating the Fleet Management Division and vehicle maintenance facility of the Public Works Department. This position has department specific responsibility.

Nature of Work

(Illustrative Only) Develops, and/or maintains current, an all inclusive written preventive maintenance, routine maintenance and repair program(s) for all equipment and vehicles in the Fleet Management Program and the Department of Public Works; ensures efficient operation and productivity within the Fleet division, reviews repair times and costs; supervises, hires, empowers, trains and evaluates/holds accountable staff they supervise to ensure that safe and efficient work is being accomplished; makes recommendations on personnel matters; maintains records and reports; conducts performance evaluations on staff under their supervision and prepares documentation when needed; reviews work activities, projects and programs; monitors work flow; performs activities related to the long and short term acquisition, utilization, repair, preventative maintenance and the systematic replacement of the vehicle fleet; reviews and evaluates work products methods and procedures; develops and prepares scheduled reports as required; participates in the development and implementation of goals, objectives, priorities, schedules, policies and procedures for assigned functions; gathers data, conducts research and performs analysis in the development of bid specifications, makes recommendations for vehicles and shop equipment; develops directs, maintains, and controls the dispensing and inventory management activities of vehicle parts and fuel inventories; manages the fuel dispensing function; coordinates all fleet data processing equipment and software; provides technical assistance, as necessary; represents the division and department to outside agencies and organizations; participates in outside community and professional groups and committees; maintains working relationships with employees, other departments and the public; regular and reliable attendance is required; performs other duties as assigned.

Experience and Education

Associate's Degree in Business/Public Administration AND three years of increasingly responsible administrative experience involving equipment or fleet management activities, including automated shop, preventive maintenance and inventory operations, and two years progressively responsible supervisory experience; OR a combination of education, training experience which demonstrates the ability to perform the duties of the position; must possess OR have the ability to obtain within two years of employment, certification as a Fleet Manager from an accredited organization. Special Requirements: Must have a valid Arizona driver's license; requires successful completion of a background check.

Knowledge, Skills and Abilities

Knowledge of: County policies and procedures; principles, methods and procedures associated with fleet management, vehicle maintenance of all types and sizes of vehicles and construction equipment, engines and components and facility maintenance; computerized fleet information systems, including inventory operations; applicable laws and regulatory codes; occupational hazards, OSHA regulations, and other safety requirements, and practices including first aid and CPR; safe work practices, including the use of Personal Protective Equipment; environmental laws and regulations including emissions and hazardous waste disposal; principles and practices of leadership, supervision, training, empowering and preparing performance evaluation(s) of staff supervised; budget control; computers and applicable computer programs/software; practices of work safety.

Skill in: Organizing and efficiently operating a comprehensive fleet operation; planning, organizing, scheduling and coordinating the work of the vehicle maintenance facility and personnel; planning, organizing, and managing projects of moderate difficulty, and estimating budgets, parts, materials, labor and equipment and preparing cost estimates; diagnosing operational problems and taking effective courses of action; developing and implementing programs and procedures; collecting and analyzing data; following written and verbal instructions and communicating effectively, both orally and in writing and convey clear verbal instructions; using the entire Microsoft Office Suite, fleet management data processing equipment and software; providing effective leadership; intermittently analyzing problem equipment.

Ability to: Interpret work orders; read, interpret, and analyze technical documents, codes, regulations, and vehicle specifications; explain jobs to other employees; plan, assign, train, motivate, and supervise the work of groups of employees engaged in a variety of maintenance and repair operations; maintain accurate records; prepare clear and concise reports; maintain accurate records; exercise independent judgment; establish and maintain cooperative and effective working relationships with co-workers, outside agencies, and the public.; work effectively under time constraints to meet deadlines, to recognize priorities, and work cooperatively to support their accomplishment; recognize hazardous conditions and react appropriately; be exposed to exhaust and chemical fumes, oil, grease, and hazardous materials; stand and bend. Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: lifting, carrying, pushing, and/or pulling; stooping, kneeling, crouching, and/or crawling; generally the job requires 30% bending, 20% walking, 20% stooping and 30% standing; the job is performed under varying extreme weather conditions and exposed to exhaust and chemical fumes, oil and hazardous materials; telework eligible.

Medical Coverage Category

The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from two (2) medical plan options with six (6) tiers that will best suit the employees needs, dependents or families.

Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing a preventative visit.

Plan Option 2: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing a preventative visit.

Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the "Wellness Incentive" employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.

International Medical Solutions (IMS): IMS is available to employees who are enrolled in YCEBT Medical PPO Plan A and HDHP. Members enrolled in the PPO plan can pay as little as $5 copay for doctor visits & prescription drug services, with no maximum cap. High Deductible Health Plan (HDHP) pay toward their deductible until is met. After the deductible is satisfied, the plan will pay 80% of the services covered, and the member will be responsible for the remaining 20% coinsurance.
