Job Summary

This position is in the Office of the State Superintendent of Education (OSSE) Division of Student Transportation (DOT), Fleet Management Department. The mission of OSSE as DC's state education agency is to set high standards, build educator and system capacity to meet those standards, expand educational opportunities for all learners with a focus on those underserved and hold everyone accountable for results. The mission of OSSE DOT is to provide safe, reliable, and efficient transportation services that positively support learning opportunities for eligible students from the District of Columbia.

Incumbent is responsible for assisting terminal/operational managers with fleet activities, including efficiency, productivity, safety, and compliance as well as supporting management with the efficient operation of the terminal including directing, coordinating, and managing daily fleet activities. Incumbent is responsible for successfully meeting the objectives of the Division.

Duties and Responsibilities

The incumbent will operate and maintain gasoline or diesel-powered vehicles, most of which are equipped with air brakes, and a gross weight of 26,000 pounds and more. Motor vehicles include school buses, shuttle vans, and cars. Drives vehicles on a trip basis or upon regular established schedule(s): to vendor DMV inspections, breakdowns, accidents, incidents and/or personnel. Conducts verification inspection on all buses submitted for maintenance to verify and validate complaints submitted by staff. Conducts, on a needed basis, all scheduled Preventive Maintenance Inspections (PMI) on fleet vehicles and coordinates the bus services to the appropriate vendor.

The incumbent will monitor for adequate gasoline or diesel supply, proper oil level, battery condition and similar items and checks presence and usability of assigned equipment, such as tools, fire extinguishers, and first aid kits. Jumpstarts buses if needed and perform minor operator maintenance repairs such as replacing light bulbs, lens, fluids, etc., to expedite the route coverage. Assists Mechanics with heavy lifting and making repairs requiring the efforts of two people. Transports fleet vehicles to DC Inspections (DCI) and maintains inspection records to reflect this activity. Acts as a liaison with management regarding responses to breakdowns and/or accidents and implement resolutions to the urgent demands. Analyzes, reviews, maintains, and prepares accurate reports of all vehicles assigned to the terminal (daily fleet inventory report, daily summary report, weekly fuel log, monthly audit report, breakdown accident weekly report, and additional reports as requested).

Qualifications and Education

  • Work practices (includes keeping things neat, clean, and in order)

  • Ability to interpret instructions, specifications, etc. (related to mobile equipment operation)

  • Ability to drive safely (Motor Vehicles)

License, Certification and other requirements

Must possess and maintain a valid and unexpired Commercial Driver License.

Both Passenger (P) and School Bus (S) endorsements are required.

Must maintain a valid Department of Transportation (DOT) physical card.

Working Conditions/Environment

The work is primarily performed outside. Incumbent operates vehicles in all types of traffic and weather conditions and are exposed to the possibility of serious accidents. Work is primarily mobile; however, the incumbent will be required to walk, stand, bend and carry heavy items at a minimum of 50 pounds and above.

Duration of Appointment: This is an Education Service (ES), "At-Will" Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Union): This position is covered under the collecting bargaining agreement (OSSE AFGE 631).

Position Designation: The position has been deemed safety-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to criminal background check; traffic record check (as applicable); pre-employment drug and alcohol test; reasonable suspicion drug and alcohol test; post-accident or incident drug and alcohol test; random drug and alcohol test; and return-to-duty or follow-up drug and alcohol test.

Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
