FISCAL TECHNICIAN II Responsibility: Under the direction of the Chief Business Officer, performs the district's bookkeeping, accounting functions, processing of assigned financial or budgetary records/reports in areas including accounts payable, receivable and purchasing; assists in the development and implementation of the district's adopted budget, interim revisions, and the unaudited actual financial statements; projects income and expenditures and monitors encumbrances and cashflow. Essential Functions: 1. Assists in the maintenance of district fiscal/accounting records and transactions related to accounts payable, receivable, purchasing, facilities, school site and departmental budgets. 2. Assists in the maintenance of financial records and process documents involved in financial/special reporting transactions. 3. Assists in preparation of all local, state and federal required reports, including SACS budget and supplementary reports. 4. Performs any necessary accounting functions for the JPA and prepares all required reports. 5. Assists in the preparation of district attendance reporting and related revenue (e.g. Revenue Limit, Class Size Reduction, etc). 6. Possesses ability to read, understand, and independently carry out oral and written directions. Duties/Responsibilities: 1. Posts, checks, assembles, tabulates, audits, and compares statistical and financial data. 2. Maintains and balances ledger accounts; checks and adjusts irregularities. 3. Maintains and verifies entitlement and grant revenue sources, and ensures compliance with any related expenditure restrictions. 4. Checks documents for proper budget authorization before processing. 5. Assists in coding and encumbering purchase orders for expenditure classification, including set-up and assignment of SACS codes. 6. Processes and monitors the stockless purchasing program. 7. Compiles and maintains school site and department budgets, and acts as liaison with site and department staff. 8. Operates data processing equipment for a variety of accounting functions. 9. Assists in the auditing of school site bank accounts and preparation of year-end reporting. 10. Provides information related to student body rules and guidelines to school site staff as necessary. 11. Performs other duties similar to above in scope and function as required. Qualifications: 1. Knowledge of California public school accounting and auditing practices/requirements and double entry bookkeeping through trial balance, including SACS accounting and software. 2. Knowledge of ESCAPE Accounting Software. 3. Knowledge of data processing as it relates to financial record keeping. 4. Knowledge of proper office methods, procedures and internal controls. 5. Ability to understand and carry out a variety of complex directions, involving independent judgment without continuous supervision. 6. Ability to perform arithmetical calculations accurately and rapidly and to reconcile financial summaries and reports. 7. Ability to assemble, organize, and analyze data effectively, including use of Excel spreadsheets and other Microsoft Office products, as applicable. 8. Ability to establish and maintain effective work relationships with those contacted in the performance of required duties, including training and providing direction to others. Education and Experience: 1. Minimum 2 years experience in public school accounting and/or budgeting. Physical Requirements: 1. Position requires normal physical strength and endurance for standing, sitting, bending, or walking. 2. Work assignments are normally located in a work environment with light physical work and require light physical effort. 3. Lifting 25 lbs. maximum or carrying any object weighing over 15 lbs. 4. Must handle stress of deadlines, irregular hours, normal work standards stress, ability to work with interruption, concentrate for long periods of time, reading, interpreting procedures, calculate, perform routing mathematical process, memorize and recall objects, people, analyze problems and generate alternatives.
