Job Summary

We are currently seeking skilled and team-oriented applicants for the following position Fiscal Specialist 2 - Student Accounting. Under general supervision the Fiscal Specialist 2 is a vital member of the Student Accounting team in the Division of Student Affairs at Eastern Washington University. Reporting to the Director for Strategic Initiatives, this position is responsible for providing accounting and purchasing support for the Student Accounting Office, student clubs and organizations and Division of Student Affairs. The performance of duties requires the ability to exercise independent judgment in interpreting and applying rules and regulations, resolve problems; independently advise divisional, departmental, and student club and organization leaders, staff and administrators regarding applicable policy and procedures, select/recommend alternative courses of action, and perform a wide variety of job functions that support the student experience. The Student Accounting Office serves as primary support for fiscal/accounting functions tied to the Services and Activities Fee revenues, student clubs and organizations and Student Affairs departments and programs. Incumbents use established procedures in recording, summarizing and reporting fiscal activity.

The salary for this position is $47,004 - $50,424, where the hired candidate will begin within this range is dependent on education, experience, and skills.

Required Qualifications

To be considered qualified for this position, you must meet the minimum qualifications defined above, AND you must meet ALL of the qualifications listed below within this section:

  • A total combination of 5 years of education and/or experience in fiscal reporting,

accounting or related work. This could be an Associates degree in Accounting or Finance

or other relevant area AND two years of related work experience OR an equivalent

combination of education and experience.

  • Strong computer skills including Microsoft Office (Excel, Outlook, Word) knowledge of Microsoft Windows programs; AND
  • Two (2) years' experience maintaining and reconciling both manual and electronic financial records and fines; AND
  • Two (2) years high volume customer service experience involving communications with a wide variety of "customers," such as other agencies, private businesses, professionals in the community, internal staff/managers/administrators (communications must include both verbal/telephonic, email, and written correspondence); AND
  • Two (2) years' work experience which demonstrates the ability to successfully handle a demanding workload with overlapping deadlines, which require strong attention to detail, perseverance, initiative, and ability to function equally well taking direction and working independently; AND
  • Two (2) years' experience processing and/or reviewing financial transactions such as purchases, reimbursements, invoices, and budget tracking; AND
  • Two (2) years interpreting and applying policies, procedures, and regulations in a fiscal administrative setting; AND
  • Strong desire and demonstrated ability to work with, support, and educate students in a higher education setting.
  • Candidate must demonstrate interest, ability and/or experience promoting cultural competency, universal accessibility, and/or diversity.

Preferred Qualifications

  • Associates degree (AA) in Accounting, Finance, or a related field or completion

of at least two (2) years of college coursework in accounting, finance, accounting,

or related field

  • Two (2) or more years' work experience in a higher education environment
  • Experience managing and reconciling financial records from multiple funding sources a variety of sources (i.e., state appropriations, fees, fines, student funds such as Service & Activities (S&A) Fees
  • Experience with financial/accounting systems such as QuickBooks or similar software
  • Experience supporting student clubs and organizations, student activities, or student fee funded programs
  • Experience with State of Washington Office of Financial Management (OFM) policies and procedures

Budget Oversight and Training

  • Maintain centralized record keeping and reporting systems for assigned Student Affairs budgets, which may include departments, programs, student clubs and organizations and 3 accounts supported by student Services and Activities (S&A) Fees.
  • Track and monitor budgets and support primary budget authorities in the Division to ensure accuracy and appropriate use of accounts.
  • Prepare financial reports and perform financial and other operational reviews as requested by the Student Affairs Leadership Team to formulate and recommend corrective actions; implement approved procedures and interventions.
  • Assist in training departmental budget custodians as appropriate and provide assistance in more complex budget matters.
  • Communicate, as needed, with the EWU Central Budget Office and General Accounting staff.
  • May be assigned to annually support the S&A Budget Request and Allocation process. Including, but not limited to, the development of templates, instructions, and allocation letters for the S&A Committee.
  • May be assigned to support ASEWU committee(s) that allocate start-up and supplemental club funds.
  • May be assigned to manage residence hall programming and student club and organization funds.
  • Serve as secondary support in monitoring personnel action forms and payroll information for the Division of Student Affairs.
  • Provide ongoing training to stakeholders appropriate and approved use of state, fee and S&A funds.
  • Monitor and track assigned revenue accounts.
  • Assist the Director of Strategic Initiatives in developing easily understood training materials distributed to students and staff that provide specific information and guidelines for spending from various funding and revenue sources.
  • Present training materials in large forums regarding accounting and budgeting processes and procedures.
  • Provide ongoing training and support in a positive and professional manner.
  • Serve as the Custodian (or Back-up Custodian) of the Club Funded Account.
  • May be assigned to maintain current records for all individual clubs and organizations utilizing QuickBooks.
  • Analyze expenditures and prepare journal vouchers when needed to adjust accounts.
  • Interact efficiently in the Banner accounting system creating reports and purchase requisitions.
  • Track items through the Banner system and follow-up with respective departments (Accounts Payable for example) to resolve issues when necessary.
  • Create reports and reconciliations using Excel.
  • Evaluate requests for disbursement to ensure all proper supporting documentation and approval signatures are included.
  • As assigned, issue student club and organization funded reimbursement and submit to individual with signature authority allowing for an approximate one-day turnaround time from the receipt of the request for disbursement.
  • As needed, in cases of the issuance of advance Club funds, reconcile all original receipts for purchase and deposits of excess funds to the original disbursement check. Follow-up with students when receipts are not received in a timely manner and use judgment to determine when and if it is necessary to "freeze" the organization's account.
  • Maintain records of student club and organization fundraisers.
  • Monitor individual student club and organization fund balances to ensure sufficient balances prior to issuing and disbursement.
  • Review and process documents for reimbursement and/or payment by the EWU Foundation

Contracts and Travel Support

  • Review, prepare, and coordinate contracts and speaker/performer agreements, and Memoranda of Agreement (MOAs) for signature and processing, ensuring compliance with university, state, and S&A funding requirements
  • Coordinate and process travel arrangement/travel planning and documents for departments/programs/student organizations utilizing divisional and S&A funds to travel; purchase airfare, book hotels, request purchase orders, and provide training and guidance to student group and Division of Student Affairs travelers.
  • Analyze travel costs associated with funds to ensure that accounts are allowable and that the scope of the travel is consistent with university policy.
  • Help reconcile approved staff and student group travel upon return which includes obtaining original receipts where necessary and following up with travelers to provide additional documentation.
  • Work in conjunction with the University's Travel Department

  • Collaborate in maintaining and annually updating divisional equipment inventory.
  • Maintain a detailed log for the University Purchase Card and Travel Card for the Student Accounting Office.
