The Fiscal Team Leader provides day-to-day leadership over the financial operations of multiple County departments. These departments constitute a Fiscal Team. This role oversees budgeting, accounting, purchasing support, revenue management, and fiscal reporting to ensure departments operate within approved policies, statutes, and financial best practices. The team leader serves as a key liaison between assigned departments and the Countys central Financial Management Department, ensuring accuracy, transparency, and strong internal controls across all financial activities.

Note: This position is designated by the Manatee County Board of County Commissioners as serving at the will and pleasure of the County Administrator. Employment in this position is at will and may be terminated at any time, with or without cause or notice, in accordance with applicable federal and state laws. Area of Assignment: Team Leader - Grants Financial Oversight

The Team Leader - Grants Financial Oversight is responsible for advanced professional and lead work in the fiscal management. oversight. monitoring. and reporting of budgets associated with federal. state. and local grant programs. This position works closely with grant administrators and program staff to ensure that all financial transactions. budget activities. and reporting requirements comply with applicable regulations (including 2 CFR Part 200). grant agreements. and County financial policies.

The Team Leader coordinates and oversees day-to-day financial oversight activities across grant funded programs. including financial reporting. budget reconciliation. and expenditure monitoring to ensure accuracy. transparency. and audit readiness. Responsibilities include leading the preparation and review of grant-related financial reports. overseeing reimbursement and drawdown processes. performing advanced financial analysis. and ensuring consistent application of cost allocation methodologies and documentation standards.

This position serves as a lead resource to departments on fiscal compliance and reporting requirements. providing guidance on complex issues and promoting consistency in the application of regulatory and financial standards. The Team Leader collaborates with internal and external stakeholders. including funding agencies and auditors. and plays a key role in monitoring activities. compliance reviews. and audit coordination.

The Team Leader provides direction. guidance. and workflow coordination to assigned staff and may assist with training and mentoring of analysts. This role contributes to the development and improvement of financial processes. procedures. and internal controls. and exercises a high degree of independent judgment in resolving complex fiscal and compliance issues. while escalating policy level matters and strategic decisions to higher-level management.

Strong knowledge of federal and state grant regulations, fiscal controls, and reporting requirements is preferred.

Direct, coordinate, and evaluate daily fiscal activities for assigned departments, including accounts payable/receivable, payroll validation, procurement processes, and general ledger transactions.

Review and approve financial transactions to ensure compliance with County fiscal policies, Florida Statutes, GASB standards, and funding source requirements.

Maintain oversight of financial work queues, ensuring timely and accurate processing of transactions.

Lead departments through annual operating and capital budget development, including forecasting, workload measures, revenue analysis, and decision-package support.

Monitor departmental budgets throughout the year; identify variances, emerging issues, and costsaving opportunities; recommend corrective actions.

Assist departments in understanding impacts related to millage, reserves, restricted funds, and grant funding.

Prepare, review, and present financial reports, dashboards, and analysis to department leadership, County Administration, and the Board of County Commissioners (as appropriate).

Conduct trend analysis, cost modeling, and performance measure reviews to support data-driven decisions.

Ensure timely reporting required by internal policies, grants, contracts, or regulatory agencies.

Implement and monitor internal controls across fiscal operations to safeguard assets and ensure accuracy.

Ensure compliance with local, state, and federal regulations (e.g., Chapters 129, 218, 200, procurement standards, grant rules).

Serve as fiscal point of contact during internal or external audits.

Advise departments on procurement methods and compliance with County Purchasing Code.

Review scopes, requisitions, change orders, and contract spending to ensure budget alignment and statutory compliance.

Track restricted funds (impact fees, 1ST, special revenue funds) and ensure proper use aligned with eligible projects and statutory requirements.

Oversees fiscal staff, including assigning work, mentoring, and fostering professional growth.

Build a high-performing team culture focused on accuracy, customer service, accountability, and continuous improvement.

Provide training to departmental staff on financial systems, policies, and internal controls.

Serve as partner to department directors and operational leadership, helping them understand financial impacts and make sound decisions.

Coordinate with Budget, Procurement, Accounting, Payroll, Grants, and other central functions to resolve issues.

Communicate complex financial concepts in clear, concise language for non-financial staff and community stakeholders.

Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee's qualifications, essential job functions, and appliable federal and Florida law.

Minimum Qualifications

Bachelors degree in Accounting, Finance, Business Administration, Public Administration, or related field.

Minimum of five (5) years increasingly responsible financial management or government accounting experience.

Minimum of two (2) years supervisory experience or lead experience.

Valid driver license required, with valid Florida driver license required within 30 days of hire.

Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position.

Experience in local government budgeting, grants management, or specialized funds (e.g., impact fees, capital project accounting).

Knowledge of Florida Statutes related to budgeting, TRIM, grants, procurement, and financial reporting.

CPA, CGFO, CGFM, or similar professional certification.
