Job Description
Title: Fiscal Manager Position Number: 0080163 Hiring Unit: OFC OF VP FOR STUDENT SUCCESS, STUDENT CO-CURRICULAR SUCCESS, STUDENT LIFE & DEVELOPMENT
The Fiscal Manager (fiscal authority) for Student Life and Development oversees all fiscal operations and ensures compliance with University and state policies. The successful candidate will develop, implement, and maintain effective internal controls of daily financial operations, including reconciliation, accounting, safeguarding, and depositing of funds from all sources.
Duties and Responsibilities
Minimum Qualifications
Possession of a baccalaureate degree in Accounting, Business Administration, Finance or a related field and five (5) years of progressively responsible professional experience, of which at least two (2) years must include supervisory experience, with responsibilities for supervising a fiscal or accounting office; or any equivalent combination and/or professional work experience which provides the required education, knowledge, skills, and abilities as indicated.
Considerable working knowledge of principles, practices, and techniques in the areas of accounting and/or finance, as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles, and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations, and theories and systems associated with accounting and/or finance.
Demonstrated ability to resolve wide-ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative, and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally, and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders, and members, and individuals.
Demonstrated ability to operate a personal computer and apply word processing software.
If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Considerable knowledge and experience of generally accepted governmental accounting principles.
Demonstrated ability to analyze financial statements, discern trends, and make projections of revenues and expenditures.
Demonstrated ability to analyze problems, identify impact, and solutions, and implement recommendations.
Knowledge and ability to conduct workshops and training for employees.
Ability to multi-task and perform in a high-paced environment.
Ability to work a variable work schedule that goes beyond normal working hours, including evenings, weekends, and holidays, as necessitated by program requirements.
Knowledge of higher education administrative services and the services offered at student unions.
Working knowledge of computerized spreadsheet programs and computerized financial management information systems.
Desirable Qualifications
Masters Degree from an accredited college or university in accounting, finance, or related field.
Demonstrated ability to perform with high levels of energy, flexibility, and initiative.
Demonstrated knowledge of the University of Hawaii structure, policies, procedures, and administrative rules.
Experience with revolving and special funds and/or revenue-generating operations.
Fiscal experience with both self-supporting and government-funded programs at a higher level educational institution.
Experience with managing construction procurement at the University of Hawaii.
Understanding of principles and practices related to student services.
Experience in personnel administration within a unionized environment, with familiarity in interpreting and applying state employment policies, procedures, and collective bargaining agreements.
