Introduction

Prince William County's Department of Transportation and Capital Construction is currently seeking a qualified candidate for the position of Fiscal Analyst. This role offers an opportunity to serve as the financial strategist for a major road-building and infrastructure program within the State, ensuring that critical local, state, and federal initiatives are successfully executed. About This Role: The successful candidate will apply critical thinking, financial analysis, and strategic problem-solving skills to support the financial operations of the Department of Transportation and Capital Construction. This role requires exceptional precision, accountability, and a strong sense of public stewardship, as the incumbent will direct the complex financial processes, funding streams, and budgetary oversight essential to the planning, implementation, and successful delivery of major capital projects.

In this role, you will be expected to:

  • Manage Complex Funding: Process accounts payable and receivable requests utilizing multiple, diverse funding sources.
  • Analyze High-Volume Data: Reconcile high volumes of complex financial data to ensure accuracy and compliance.
  • Navigate Intergovernmental Finance: Work closely with both federal and state funding structures and regulations.
  • Submit Transactions for Approval: Utilize Oracle and SharePoint systems to accurately enter, track, and submit financial transactions for workflow approvals.
  • Balance Key Priorities: Demonstrate the ability to manage multiple competing priorities effectively while maintaining attention to detail.

Minimum Requirements:

High school diploma or G.E.D. and 4 years of related experience in Finance or Accounting.

Preferences:

  • Multi-Fund Financial Operations: Experience managing both accounts payable and receivable transactions across accounts with multiple funding sources.

  • High-Volume Reconciliation: A strong background in reconciling large-scale financial datasets.

  • Federal and State Compliance: Experience navigating the strict compliance and reporting guidelines associated with state and federal funding streams.

  • Priority and Detail Management: Demonstrated success in managing competing priorities and tight deadlines while maintaining attention to detail.

  • Oracle and SharePoint Systems: Hands-on experience utilizing Oracle ERP (or similar financial system), Adobe Sign, and SharePoint platforms to process, submit, and track financial transactions through formal approval workflows.

  • Advanced Excel and Data Analysis: Intermediate to advanced Excel proficiency to perform complex data analysis, build financial models, and streamline reconciliation processes.

Work Schedule:

The core work hours for the Department of Transportation and Capital Construction are Monday-Friday, 8am - 5pm, however, telework may be available after 3 months. If telework eligible, the position may revert to in-office scheduling if business needs change.

Starting Salary Range: $65,910.00 - $92,907.75
