Education and Experience: A High School diploma, GED or higher, and four (4) years of code enforcement, or construction code inspection, or plan review experience.

Licenses and Certificates: Texas Class "C" Drivers License or equivalent issued by another state.

Must be certified as Texas Fire Inspector in compliance with Texas Commission on Fire Protection Standards of Education (TCFPSE) within one (1) year of appointment and successfully complete Field Training Program. Must be certified by International Code Council (ICC) Fire Inspector I and International Code Council (ICC) Fire Plans Examiner within one (1) year of appointment.

General Purpose

Under general supervision, review residential, industrial, and commercial plans for compliance with national, state, and local building and fire regulations, building, fire ordinances, and standards. Provide code interpretation assistance as needed and inspect, investigate, and enforce Fire Code and designated municipal codes, laws, and ordinances in new construction to ensure life safety throughout the City.

Typical Duties

Review commercial and residential plans for compliance and perform functions of fire code compliance inspector as needed. Involves: Review plans to ensure compliance with minimum code requirements for building, fire ordinances and standards, occupancy, building heights and sizes. Review plans for fire protection concerns in commercial, industrial and other buildings to ensure compliance with adopted codes, adequacy of egress, fire escapes/exits and verify that the building is constructed to plans. Review fire protection system plans so that they meet installation standards and verify proper installation through inspections. Inform, explain, and interpret code requirements for the building project with owner/representative, architects, engineers, contractors, and project superintendents answering questions and making suggestions and/or recommendations regarding fire code requirements.

Accept and review plans and specifications submitted for issuance of permits. Involves: Verify that plans and drawings indicate nature and character of work to determine conformance to fire code requirements. Approve issuance of construction permits. Provide technical assistance to construction industry and general public regarding code standards and regulations. Review existing and proposed changes to codes and regulations. Review and study current and proposed building codes to become familiar with their use and application.

Enforce fire codes. Involves: Issue red tags, stop work orders, correction notices or citations when construction does not meet technical or Municipal codes, zoning ordinances, local ordinances or plans. Refer citations not signed by defendants to police department for service. Confer with contractors issuing verbal and written corrections as needed. Investigate work, as assigned and during daily inspections, to assure construction/installation of fire protection systems is being performed by licensed contractors with a City-issued permit and in compliance with requirements. Sign and post permits if all construction is in compliance. Maintain applicable database, records and files. Research prior inspections for approval/disapproval. Attend training and meetings. Maintain certifications as required.

Perform residential and commercial inspections as needed. Involves: Conduct on the job building inspections of assigned new and remodeled sites and structures. Conduct inspections at different stages of construction project per contractor request. Review plans and specifications, materials, layouts and equipment while on-site. Perform inspections of construction projects for compliance with fire code requirements and provide uniform conformance to all fire and applicable building codes, standards and regulations. Inform, explain, and interpret fire code requirements. Issue and post red tag, stop work orders, corrective action notices and court citations when construction does not meet building code or plan specifications. Testify in court and before City Boards and Commissions, as required. Investigate and respond to complaints regarding illegal construction, safety or hazardous conditions. Refer difficult or questionable situations to supervisor.

Provide technical support assistance. Involves: Coordinate section activities with other city departments and outside agencies. Work customer counter to issue written permits, explain reviewer comments, process permit applications to establish proper routing, and assist public with general submittal requirements. Maintain computer databases for tracking of plan routing process. Conduct meetings to provide guidance for the development of future projects and for change of building occupancy. Assist public with optional construction methods and materials. Authorize time extensions on building permits or reactivation of expired permits.
