Seeking qualified candidate to assist with a variety of technical services in the financial services area of the Department of Human Services.

Essential Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.

  • Manages routine customer and employee problems
  • Provides or assists with training, facilitates meetings or makes presentations to small groups on an occasional basis
  • Reads, interprets and applies more complex financial policies, procedures, etc
  • Prepares correspondence and other written materials for review
  • Analyzes situations and uses judgment within complex established procedures, practices or past precedents
  • Takes independent actions and calculated risks
  • Understands implications of decisions
  • Provides assistance to customers on routine problems
  • Coordinates small projects independently beyond individual job area
  • Manages competing demands
  • Requires periodic direction
  • Displays original thinking and creativity in making complex decisions
  • Develops innovative approaches and ideas
  • Improves processes, services, etc.
  • Prepares, examines, and analyzes accounting records, financial statements, and other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards.
  • Analyzes business operations, trends, costs, revenues, financial commitments, and obligations, to project future revenues and expenses or to provide advice.
  • Reports to management regarding the finances of the agency.
  • Participates in the City Emergency Plan.

ADDITIONAL DUTIES

  • Other duties to provide direct or indirect service to the citizens may be assigned.
  • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
  • Depending on work assignment, may be required to perform a variety of duties in support of operational requirements and direct citizen service delivery such as acting as a back-up to other staff and response to weather-related and other emergencies, such as snow removal.
  • May be required to work outside of normal work hours, to report to work during inclement or unusual weather or other conditions or to respond in other abnormal situations

SUPERVISORY DUTIES

Incumbent may regularly oversee the work of 1-2 coworkers, interns, etc. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Minimum Education and Experience Required

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE

Bachelor's degree in accounting, finance, business or public administration, or related field OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

KNOWLEDGE, SKILLS, & ABILITIES

Knowledge- Working knowledge of the principles, methods, and practices of accounting. Accounting laws, ordinances and regulations governing municipal financial operations and data processing applications and procedures.

Skills- Proficiency in operating a personal computer, including spreadsheet applications.

Abilities- Demonstrated ability to: understand federal regulations; devise and apply modern accounting procedures; plan, organize and direct the installation of accounting systems and procedures; analyze and interpret fiscal and accounting data; prepare appropriate statements and reports; apply and adapt established accounting methods to a variety of financial transactions and records; establish and maintain effective relationships with coworkers; and display good professional judgment.

Additional Requirements

Depending on work assignment, may be required to have a valid drivers license issued by the Commonwealth if Virginia and acceptable driving record according to City criteria.

Must satisfactorily complete criminal background check, drug and alcohol screen and Child Protective Services Registry check.

Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
