CITY OF MONROE DEPARTMENT: Community Affairs JOB TITLE: Financial & Compliance Analyst JOB CLASS NUMBER: r REVISION DATE: 3/26/26 ent Head Key Responsibilities Financial Analysis & Budget Oversight Compliance & Regulatory Oversight Contracts, Grants & Procurement SupportThe Financial & Compliance Analyst is responsible for monitoring financial performance, ensuring compliance, and monitoring financial operations of the civic center. This role combines financial analysis, budget oversight, grant and contract compliance, and adherence to local, state, and federal laws as it relates to public facilities.

  • Ensure compliance with local, state, and federal laws, including public finance, procurement, and reporting requirements
  • Monitor adherence to internal controls, city policies, and operation procedures
  • • Support compliance with grant agreements, contracts, and funding restrictions
  • Assist with audit preparation and respond to auditor inquiries
  • Track regulatory changes that may impact civic center operations• Analyze financial statements, budgets, forecasts, and variance reports
  • Monitor operating and capital budgets for events, programs, and facility operations
  • Prepare monthly, quarterly, and annual financial reports for management
  • Track revenue streams (ticket sales, rentals, concessions, sponsorships, grants) and expenditures.
  • Support long-term financial planning and cost-control initiatives
  • Monitor, approve and review financial transactions of revenues and expenditures.
  • Ensure orders and invoices are paid and monies are collected timely.
  • Review deposits, billings and settlements for accuracy.
  • Review contracts, vendor agreements, and service agreements for financial compliance
  • Monitor grant funding usage, reporting deadlines, and documentation
  • Ensure procurement activities comply with public-sector purchasing rules

  • Master 's degree or public-sector finance coursework preferred Experience
  • 3-5 years of experience in financial analysis, compliance, or accounting
  • Experience in government, nonprofit, or public-sector organizations preferred
  • Familiarity with audits, grants management, and public finance reporting Skills & Knowledge
  • Strong knowledge of accounting principles and financial analysis
  • Understanding of public-sector compliance requirements and internal controls
  • Proficiency in financial software, spreadsheets, and reporting tools
  • Analytical, organizational, and problem-solving skills
  • Strong written and verbal communication skills• Bachelor 's degree in finance, Accounting, Business Administration, Public Administration, or related field• Evaluate and recommend improvements to financial controls and processes
  • Identify financial risks and compliance gaps; propose corrective actions
  • Work closely with operations, programming, facilities, and legal teams
  • Provide guidance to staff on financial policies and compliance requirements
