Overview:

We are seeking an experienced Financial Analyst with demonstrated knowledge of Navy Financial Systems, Budget Development and Funds Execution to join our team in Norfolk, VA supporting the U.S. Navy

Responsibilities:
  • Review and process funding execution documents/reports using available financial management systems to ensure financial transactions are supported with proper documentation in accordance with policy and control practices.
  • Gather required documentation to support execution of funding.
  • Maintain tracking spreadsheets of funding documents to monitor funding processed, committed, obligated, and expended.
  • Assist with budget execution tasks, create financial reports, and make recommendations on allocation and execution of funds
  • Monitor obligations and expenditures, ensuring financial accounts are balanced against plans and established benchmarks.
  • Draft responses to Congressional, Flag, and Senior Executive Staff and government inquires staff financial inquires and assist in the development of program briefs and data calls.
  • Maintain financial documents and files for audit and archival purposes.
  • Assist in the development of cash/obligation phasing and spend plans to accomplish program work scope within established guidelines.
  • Maintain cost/funding history and analyze trends.
  • Support internal and external audits.
  • Follow established policies, processes, and procedures.
  • Create and maintain financial management instructions, directives, processes, standard operating procedures, and correspondence.
  • Provide OPNAV Resource Sponsors and other program stakeholders reports to ensure compliant execution of programmed funding.
  • Represent the organization in meetings and conferences with government representatives.

 

Qualifications:
  • Minimum 3 Years of Financial Analyst experience
  • Bachelor’s Degree or a combination of post high school or associate degree education and 10 years’ experience may be used to meet educational requirements.
  • Active Secret Clearance
  • Experienced user with all Microsoft Office products; Excel expert skill level required.
  • Must possess ability to follow directions/processes and work without direct supervision.
  • Must possess good oral and written skills, attention to detail, and strong organization and analytical skills.
  • Familiarity with Navy Financial Systems including Command Financial Management Systems – Combined (CFMS-C) and Program Budget Information System (PBIS).
  • Experience managing financial programs to ensure full utilization of funds; developing basic procedures or policies for the organization's budget process; providing advice to management on budgetary matters; validating that funds are available to meet mission requirements; utilizing web-based systems to perform a wide variety of budgetary and analytical tasks.
  • Experience reviewing status of authorizations, commitments, obligations and accounts payable.
  • Experience monitoring commitments, obligations and expenditures for program funds and providing funds status reports.
  • Experience in budget execution, budget development/formulation and financial management processes and principles.
  • Experience creating financial phasing plans.
  • Experience developing funding documents and preparing data calls.
  • Experience with the development and implementation of best practices used to prepare and execute annual budget.
  • Knowledge of the Department of Defense (DOD) Planning, Programming, Budgeting and Execution (PPEB) process.
Pay Transparency Statement: AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $66,900.00/Yr. - USD $111,800.00/Yr. Actual compensation will be determined based on several factors permitted by law.
