Class Summary

The Grants Management Division, within the Financial Services Department, is an available resource to all County departments. The primary goal of the division is to provide grant administrative oversight to Gwinnett County departments and secure alternative revenue through funding from federal, state, and local grant agencies. The Grants Management Division is tasked to research grant opportunities, provide technical assistance in grant writing, and administratively manage all federal grants awarded to the County.

Job Description

The Financial Analyst II in Grants is responsible for independently managing the full lifecycle of assigned grant programs, from pre-award through closeout, ensuring strict compliance with all funding agency requirements. This role interprets complex award agreements and effectively communicates key terms, deadlines, and conditions to internal departments, elected officials, and leadership. This role demonstrates strong organization, self-motivation, and consistent delivery of tasks within established timelines in a fast-paced, deadline-driven environment.

The Financial Analyst II proactively researches and applies current Federal and State regulations, reporting requirements, and reimbursement guidelines, for assigned grants, and ensures compliance by staying informed of evolving agency guidance and implementing necessary updates. This role prepares and submits complete and accurate billing packages and financial documents-including reports, reconciliations, and schedules-to internal and external stakeholders while maintaining organized and detailed, audit-ready records to support timely reimbursement. Additionally, the role involves active collaboration with program staff and elected officials to align grant activities with award objectives, provides financial guidance, resolves grant-related issues, and recommends process improvements to enhance internal controls and overall operational efficiency.

Essential Duties

  • Prepares, reviews, and submits a wide range of financial documents-including reports, reconciliations, work papers, communications, schedules, tables, and statements-to internal departments, elected officials, and external agencies, ensuring accuracy and compliance
  • Interprets, updates, and maintains financial records, databases, and logs to support grant tracking, reporting, and audit readiness
  • Monitors, analyzes, and ensures compliance with financial, legal, and reporting requirements across grant-funded programs, identifying discrepancies and recommending corrective actions
  • Proactively researches and interprets reporting and reimbursement requirements for assigned grant programs by locating and reviewing the most current guidance and support documents from awarding agencies, ensuring alignment with up-to-date regulations
  • Collaborates with program staff and stakeholders to gather essential data and background information, ensuring grant-related activities align with award objectives and intended use of funds
  • Manages the full life cycle of assigned grant programs-from pre-award through closeout-ensuring compliance with all funding agency requirements
  • Takes ownership of award agreements by interpreting key terms, deadlines, and conditions, and clearly communicating them to internal departments, elected officials, and management
  • Creates and submits complete and accurate billing packages to awarding agencies in accordance with grant requirements and established timelines
  • Provides financial advisory support to County departments and elected officials by resolving grant-related issues, reviewing internal controls, and recommending process improvements
  • Contributes to the development and implementation of financial procedures related to grant management, transaction processing, data collection, reporting, archiving, and regulatory compliance, with a focus on efficiency and consistency
  • Researches and stays current on evolving Federal and State regulatory requirements to ensure ongoing compliance across assigned grant programs

Public Speaking Duties

  • Engages regularly, both in-person and virtually, with internal departments, elected officials, awarding agencies, and leadership to communicate grant-related updates, requirements, and program status
  • Leads in-person and virtual meetings to facilitate collaboration, clarify financial and regulatory expectations, and support cross-departmental alignment
  • Delivers in-person and virtual training sessions to internal departments, the Grants Management team, and leadership to ensure understanding of grant processes, compliance standards, and reporting procedures

Grade

The grade for this position is C42(1). Salary will be dependent on education and experience.

Effective 4/11/2023, this position is eligible for the Employee Referral Program.

Minimum Qualifications

  • Bachelors Degree in Accounting, Finance, Public Administration, Business Administration, or a closely related field and
  • Four years of professional level accounting experience
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above

Preferred Qualifications in addition to the above minimum qualifications

  • Four years of progressive professional level accounting, finance, or budgeting experience including analysis and reconciliation
