Incumbent serves as a Field Officer, responsible for conducting field inspections on active program participants who are on either an Electronic Monitoring, Work Release, or Adult Day Reporting program component with Madison County Community Corrections.

DUTIES: • Assist with supervision of active program participants who are on various program components and closely monitor for compliance with program requirements, and special conditions; • Make telephone, in-office, and field contacts, record contacts on appropriate forms and record-keeping systems and retain participant files; • Make contact with other agencies/employers to monitor progress/attendance; • Reviews messages received from program participants to determine compliance with attendance and daily leave and return schedules, program rules and the law.

Conducts drug and alcohol screening on a random basis as needed and logs results accordingly for record-keeping; Exercises good judgment and sound reasoning in determining whether participants comply with court orders and their agency contract. Conducts program participant interviews, following prescribed legal guidelines and policies and procedures of Madison County Community Corrections. Explains program rules and regulations and fee structure. May perform electronic monitoring hook-ups in the office. Establishes and maintains a working relationship with referral sources such as Probations Department, Court staff, Law Enforcement agencies, etc., for the purpose of monitoring program participants' compliance. Effects custodial arrests when authorized, transports offenders, collects and records evidence, and testifies in court.

Enters, maintains, and retrieves various computer records as required. Prepares and submits required logs and reports on time. Performs other related duties as assigned and/or required by law.

JOB REQUIREMENTS

High School Diploma and/or GED. Prior organizational, criminal justice, and supervisory experience preferred. Complete knowledge of standard policies and practices of Madison County legal process, with the ability to apply and enforce applicable policies and procedures and complete required operational reports. Ability to achieve and maintain certification as a special deputy sheriff, including carrying and qualifying with a firearm. Knowledge of principles, techniques, and accepted practices of various trades and other duties/procedures regularly employed in work projects, ability to interpret and apply special directions and instructions for new and/or unusual projects. Knowledge of standard English grammar, spelling, and punctuation, and the ability to prepare required forms and reports within required deadlines. Ability to maintain agency requirements and reports as required. Knowledge of public safety radio frequencies, codes, procedures, and limitations; ability to properly operate and maintain all assigned vehicles, equipment, and supplies. Ability to assess program participants' skills and abilities and assign, coordinate, and schedule work duties appropriately. Ability to effectively supervise their work and overall project progress and provide corrective instruction as necessary. Ability to effectively listen, comprehend, communicate, and model pro-social behavior with both professional and non-professional co-workers, program participants, and officials from various governmental and social service agencies, by intercom, radio, telephone, or in person, including being sensitive to professional ethics, gender, cultural, and diversity issues, and disabilities. Ability to deal swiftly, rationally, and decisively with potentially violent individuals in precarious situations and take authoritative action by applying appropriate discretion and common sense. Ability to de-escalate volatile situations by means of conversation/negotiation. Ability to physically perform the essential duties of the position, including, but not limited to, arresting, walking/standing and/or sitting for long periods of time, lifting, and demonstrating the operation of equipment, and physically restraining individuals during emergencies. Ability to protect oneself from contracting an infectious disease, utilizing universal health precautions. Ability to obtain a valid Public Passengers' or Chauffeurs license. Ability to work irregular and/or extended hours, including evenings and weekends. Recognizes and responds when illegal or otherwise non-compliant conduct involving participants is occurring.

Maintains law enforcement training and firearms qualifications standards as established by the Madison County Sheriff.

RESPONSIBILITY

Incumbent serves warrants, makes arrests, and transports program participants to jail or other holding facilities only in conjunction with their assigned duties. Ability to supervise and monitor program participants in accordance with general guidelines and established regulations and procedures, exercising judgment to effectively assign and coordinate work projects/duties, assess, anticipate, and/or resolve conflicts, and assure acceptable completion of projects. Work requires careful consideration of unique situations and alternatives. Objectives are generally known, and highly unusual or sensitive situations are discussed with superiors. Incumbent works within a changing routine of projects, performing duties and projects as scheduled, determining priorities with the supervisor, and completing special assignments as time allows. Work is reviewed for soundness of judgment, attainment of objectives, compliance with applicable laws and guidelines, and continuing effectiveness and quality of assigned operations.

PERSONAL WORK RELATIONSHIPS

Incumbent maintains good communication with professional and non-professional co-workers, personnel from other law enforcement agencies and/or correctional facilities, program participants, government officials, and the public for the purpose of coordinating services, and as a representation of a Madison County employee.

PHYSICAL EFFORT AND WORK ENVIRONMENT

The Incumbent performs most of the work in the field, often in a vehicle. The incumbent is frequently exposed to hazards associated with monitoring potentially violent individuals and communicable diseases. No prolonged extreme physical demands are associated with normal duties and assignments, but the incumbent may exert physical effort during emergencies, such as physically restraining program participants.
