Job Description

The Federal Contracts & Subcontracts Manager - Compliance/Governance is a key member of a multidisciplinary team supporting opportunities from identification through contract closeout. This role provides expert guidance to internal stakeholders throughout U.S. Government award negotiation, execution, and close‑out. The position ensures accurate interpretation and application of contractual requirements, aligning contracting practices with company policies and Federal Acquisition Regulations.

The successful candidate partners closely with stakeholders to drive effective contract administration and maintain strong internal controls.

Your Role:

  • Critically assess solicitation, contract, and subcontract requirements to identify compliance risks, challenges, and alignment with the company's strategy and operational capabilities. Provide pre‑submission compliance guidance and partner with the Federal Government Bid & Proposal Manager to ensure U.S. Government proposals undergo thorough and timely compliance reviews.

  • Support the interpretation and application of contractual requirements to ensure contracting practices are accurate, consistent with company policies, and aligned with Federal acquisition regulations. Maintain and refine related policies and procedures to reflect actual practices and contract obligations, and support internal compliance assessments, audits, and responses to government inquiries.

  • Work collaboratively across Government Business Development (BD), Capture, Legal, and Finance teams-and with customers as appropriate-to support effective contract administration and award negotiations. Provide compliance guidance, resolve compliance‑related issues in coordination with Federal Legal & Compliance Counsel, offer cross‑support to Operations & Lifecycle Contracts role during workload peaks, and stay current on regulatory changes, industry trends, and best practices to drive continuous improvement.

You're the right fit if:

  • You have acquired 10+ years of Federal contract management experience, including but not limited to negotiated and schedule awards, contract administration, and proposal experience with a significant experience with FAR, DFAR, VAAR and the Service Contract and Fair Labor Standards Acts.

  • Your skills include expert‑level knowledge of Truthful Cost or Pricing requirements, including the disclosure of cost or pricing information when negotiating or bidding on Federal contracts; extensive experience working with government auditors such as GSA, DCAA, and DCMA; a proven ability to implement quality control and tracking programs to meet defined quality objectives; working knowledge of government reporting and certification requirements, including SAM; and substantial experience with subcontract competition requirements, government procurement documentation, and subcontracting strategies.

  • You have a Bachelor's degree in business administration, management, supply chain, finance or related field. Also, relevant certification(s) such as, Certified Commercial Contracts Manager (CCCM), Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), Certified Supply Chain Professional (CSCP), credentials are preferred.

  • You must be able to successfully perform the following minimum Physical, Cognitive and Environmental job requirements with or without accommodation for this position.

  • You're have excellent communication and analytical skills, excellent attention to detail, and the ability to work independently and collaboratively in a fast-paced environment, with demonstrated experience reading, interpreting, and evaluating contract terms and conditions; administering contract modifications and changes; responding to requests for information from government officials, including contract audits; working with CPARS; adhering to federal contract data retention requirements and best practices; and managing multiple projects simultaneously while prioritizing tasks and meeting deadlines.

We believe that we are better together than a part. For our office-based teams, this means working in-person at least 3 days per week. Onsite roles require full-time presence in the company's facilities. Field roles are most effectively done outside of the company's main facilities, generally at the customers' or suppliers' locations.

Philips Transparency Details

The pay range for this position in Washington DC is $132,000 to $209,000.

The actual base pay offered may vary within the posted ranges depending on multiple factors including job-related knowledge/skills, experience, business needs, geographical location, and internal equity.
