Purpose of Announcement

EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT EAST JEFFERSON VACANCY AND ONE (1) CURRENT WEST JEFFERSON VACANCY BOTH IN THE DEPARTMENT OF JEFFERSON COMMUNITY ACTION PROGRAM - HEAD START.

This employment list will also be used for future EAST AND WEST Jefferson vacancies in this Department as they occur.

Kind of Work

Under general supervision, the primary role of this position is the recruitment, enrollment, attendance and engagement of the families of children in our program through services, practices, support and activities. Incumbent of this position will be required to perform professional and administrative work. Employee is responsible for coordinating the needs of families with other community organizations which promotes family self-sufficiency. Implement and ensure all areas of Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA). Responsible in recruitment, selection and enrollment of families of eligible children, B-5, including pregnant women. Report and document parent complaints, enrollment, attendance, and family programming to supervisors. Identify needs and goals based on PFCE Framework (EHS and HS) to establish a Family Partnership, utilizing Needs Assessment and document in Child Plus. May require occasional evening and weekend work. Position requires driving of a personal vehicle, thus possession of a valid drivers license, acceptable driving record, and personal automobile with minimum liability insurance available for business use (business travel is reimbursed on a mileage basis) will be given preference.

Minimum Qualifications For Admission to Examination

Meets ONE of the following:

I. Possession of an accredited Master's degree in Sociology, Psychology, Social Work, or a related behavioral science.

OR

II. Possession of an accredited Bachelor's degree in Sociology, Psychology, Social Work, or a related behavioral science; PLUS at least one (1) year of experience in the counseling of families and individuals on social service programs.

OR

III. Possession of an accredited Associate's degree in Sociology, psychology, Social Work, or a related behavioral science; PLUS at least three (3) years of experience in the counseling of families on social service programs.

Preferred: Proficiency in English and Spanish (i.e., fluent in both languages), possession of the Basic Family services Credential from the National Head Start Association (NHSA).

Proof of education ID required and must be submitted at the time of application or immediately thereafter.

NOTE: Any conviction listed in the Louisiana Child Protection Act (LA R.S. 15:587.1) is considered disqualifying, unless written proof of pardon is submitted in time for consideration with application.

Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate.

The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Vacation (Annual Leave)

Employees accumulate one half day of paid vacation for every two weeks worked.

Leave accrual rates increase with years of service. Any unused annual leave is

usually paid upon separation from Parish Employment.

Sick Leave

Employees accumulate one half day of paid sick leave for every two weeks worked.

Sick leave is available for personal illness, injury or medical consultations.

Holidays

Nine paid official holidays are observed, plus any holidays declared by Parish Officials.

Life Insurance

All regular employees receive a life insurance policy equal to one years salary.

Extra insurance may be purchased.

Medical Insurance

An HMO medical insurance plan is avalable for employees and their

dependents. Jefferson Parish pays 80% of the premium for employees and 50% of

the premiums for dependents.

A Flexible Benefits Plan

Employees have the opportunity to save money by paying for health

insurance and optional insurance with pre-tax dollars. A Flexible Savings

Account for Medical Expenses and Dependent Care is also available.

Retirement

Most regular employees belong to the Parochial Employees Retirement

System instead of the Social Security System. For employees hired after

January 01, 2007, a pension calculated at 3% of salary per year of service

is provided upon retirement at age 67 with 7 years of service, age 62 with

10 years of service, or age 55 with 30 years of service.

Tenure Payment

Employees are paid $25 per year of service in December of each year.

Employees must have worked two years before the first check is paid.

Deferred Compensation Plan(457b plan)

Similar to 401K programs, the 457b Deferred Plan allows employees to defer

up to $14,000 of pretax income each year to supplement retirement savings.

Pre-tax contributions can be cashed in upon retirement or termination without

penalty. This plan is provided by Nationwide Retirement Solutions 1-877-677-3678.
