Ergon Asphalt & Emulsions is seeking a Facility Manager for its facility in Newport News, VA.

The facility manager has ultimate responsibility for the day-to-day operations of the liquid asphalt/emulsion terminal in support of overall company goals. This position requires a strong commitment to facility safety and operational excellence, with particular focus on administrative reporting, personnel safety and management, product manufacturing, product quality, environmental and regulatory compliance/documentation reporting.

This role is responsible for helping plan and provide local oversight of capital improvements, expansion projects, ensuring plant reliability, problem troubleshooting, plant repairs and preventive maintenance.

Responsibilities:

  • Provides enthusiastic leadership, direction, development and organization to all facility staff.
  • Responsibility for all administrative duties, recordkeeping, and reporting in regards to the facility.
  • Oversees and directs inventory control and manufacturing operations (where applicable).
  • Responsible for directing incoming product receipts, inter-plant disposition, product blending, transfers and shipments.
  • Develops and maintains a hands on working knowledge of all operational manufacturing processes and equipment.
  • Responsible for local oversight of plant facilities, maintenance, repairs, preventive maintenance and expansion projects.
  • Ensures terminal and offices are kept clean, organized, free from clutter and hazards. Sees that they are maintained in a secure and proper working order.
  • Maintains a working knowledge of all tests and product specification requirements and coordinates with technical personnel to maintain product quality and consistency.
  • Develops sufficient technical awareness to make informed decisions, support troubleshooting efforts, and guide team execution.
  • Oversees and continuously develops relationships at the terminal level with teammates, customers, transportation representatives and agency personnel.
  • Maintains awareness of customer requirements and how terminal operations support those needs.
  • Responsibility for development and enforcement of safety and environmental programs along with Agency compliance, documentation, and reporting.
  • Manages cost control and local purchasing of equipment, raw materials, and supplies for routine operations of the plan and recommends to management needs for any capital expenditures.
  • Understands key operational and financial drivers that influence terminal efficiency and cost performance.
  • Responsible for developing terminal Standard Operating Procedures and Emergency Operating Procedures.
  • Responsible for developing and managing terminal operating and capital budgets.
  • Understands how operational, production, maintenance, and quality functions interact to impact overall terminal performance.
  • Utilizes operational and business systems to support data-driven decision making and performance tracking.
  • Continuously develops leadership, operational, and technical capabilities through ongoing learning and cross-functional exposure.
  • Oversees all marine operations associated with the terminal, including the safe and efficient loading and unloading of vessels and barges.
  • Ensures compliance with all applicable federal, state, and local marine regulations, including coordination with regulatory agencies and adherence to company policies and procedures.
  • Maintains working knowledge of marine transfer procedures, dock operations, and associated safety requirements.
  • Coordinates vessel and barge scheduling, product transfers, and dock activities to align with operational and commercial needs.
  • Ensures proper inspection, documentation, and communication processes are followed for all marine transfers.
  • Works closely with vessel operators, inspectors, and third-party service providers to ensure safe and compliant operations.
  • Oversees spill prevention, containment, and response readiness related to marine activities.
  • Supports maintenance and reliability of dock equipment, transfer systems, and associated infrastructure.
  • Any other duties as may be assigned.

Qualifications:

  • Bachelors Degree in Industrial or Mechanical Engineering, Chemistry or Business preferred.
  • Minimum 5 years prior experience with asphalt terminal operations and product receipts by truck, rail and barge or alternately within a chemical processing environment.
  • Emulsions processing experience a plus, where applicable.
  • Proven track record of operations leadership, team building and personnel development.
  • Working knowledge in Industrial Safety and environmental compliance reporting.
  • Excellent communication skills with ability to interact effectively with suppliers, peers, customers and agency personnel to manage logistical, operational, reporting, or product quality issues.
  • Solid technical and analytical skills, mechanical skills and problem solving ability.
  • Competency at prioritizing, making effective decisions, and implementing change.
  • Strong recordkeeping and organization skills with attention to detail.
  • Strong computer skills including Microsoft Word, Excel, Outlook; ability to master local operational software.
  • Valid TWIC Card or the ability to quickly acquire TWIC approval, where applicable.
  • Valid Drivers license and good driving record required.

Physical Requirements:

  • Must be available 24/7 and able to work full days and periodic alternate shifts.
  • Requires ability to periodically work long hours, multiple shifts, nights and weekends included.
  • Ability to sit or stand for long periods of time and able to bend, stoop and kneel as needed.
  • Able to enter confined spaces and wear proper PPE when required.
  • Able to climb railcars, tanker trucks and tanks when necessary.
  • Requires working in office conditions, performing some clerical work and working outside in a manufacturing terminal environment, with and around operational process equipment, in temperature extremes, for extended periods of time.
  • Able to work around asphalt and other related chemicals on an ongoing basis.
  • Able to lift 50-75lbs. repetitively as needed.
