Job Description

The Enterprise Systems Development (ESD) unit in the Naval Nuclear Laboratory (NNL) is seeking a Senior Project Engineer to lead the Facility Information Management System (FIMS) reporting across all 4 DOE sites.  Consistent with Naval Reactors Implementation Bulletin (NRIB) 430.1C NNL must take a data-driven, risk-informed, performance-based approach to align real property with DOE mission needs.  Real property must be managed in a safe, secure, cost-effective, and sustainable manner to ensure real property assets are available, utilized, and in a suitable condition to support efficient mission execution. This position will be the Program lead for FIMS including Annual Training, Validation, Federal Real Property Profile (FRPP) data locks, data validation and certification.  

 

Key Responsibilities
•    Coordinate and lead processes for FIMS reporting, ensuring data and system outputs meet program and regulatory requirements.
o    Collaborate with data owners and technical staff to improve data quality, reporting workflows, and timeliness of facility-related information.
o    Perform data analysis, sampling, field condition reviews and validation, to ensure reporting accuracy.
o    Contribute to the development and issuance of real property metrics including asset condition metrics, Real Property Planning Estimate metrics and other business analytics, as required.
•    Project Management Support Across the Unit
o    Provide backup and surge support for project management activities across the ESD unit, including project planning, tracking, and reporting for other enterprise systems projects.
o    Contribute to the continuous improvement of project management practices, tools, and templates.
o    Monitor and report project status, risks, issues, and resource needs to leadership.

Required Combination of Knowledge and Skill

Bachelors degree from an accredited college or university in a related technical, engineering, science or construction field and a minimum of 6 years of relevant experience; or Masters degree from an accredited college or university in a related technical, engineering, science or construction field and a minimum of 4 years of relevant experience; or Doctorate degree from an accredited college or university in a related technical, engineering, science or construction field and a minimum of 1 year of relevant experience; or Currently a Senior Reactor Training Engineer, Refueling Engineer, or Field (RPCO) Engineer at the Company.

Preferred Skills

•    Knowledge of or exposure to facilities management, asset management, or operations environments, including an understanding of related data and reporting needs.
•    Experience supporting or coordinating regulatory or programmatic reporting (FIMS or similar reporting requirements is a plus).
•    Experience leading process improvement efforts involving multiple cross functional groups
•    Strong communication and organizational skills to integrate a team of site leads
•    Strong skills in:
o    Project planning, scheduling, and dependency management. 
o    Risk, issue, and change management. 
o    Stakeholder engagement and communication at all organizational levels.
•    Demonstrated ability to:
o    Work effectively in a matrixed, multi disciplinary team environment. 
o    Manage competing priorities and adapt to evolving requirements. 
o    Write and issue formal submittals to senior management and/or the Government with a high level of detail and professionalism.

Pay Range

$86,100.00 - $134,600.00 annually
Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.
