Job Duties

The Executive Director of Business and Administrative Affairs reports to the Dean of the College of Nursing and serves as the Colleges chief business and financial officer. The Executive Director is responsible for providing strategic direction to the Colleges administrative and financial operations and for the development implementation and interpretation of administrative and financial policies and procedures.

The Executive Director is responsible for workflow and processes related to the College of Nursings business operations. The Executive Director makes significant administrative decisions on behalf of the College of Nursing. The position oversees all the Colleges financial operations.

The Executive Director works closely with the academic departments in the college including the Director of Strategic Operations and Partnerships on external financial resources, the Budget Office Manager on internal financial resources, and the liaison to the Department for People Operations Success and Opportunity (POSO). Additionally, the Executive Director collaborates with the offices of Academic Affairs, People Operations Success and Opportunity (POSO) Controller, ECU Budget Office, ECU Finance and Administration Payroll, ECU Medical and Health Sciences Foundation, ECU Environmental Health and Safety, ECU Facilities Services and Emergency Management operations.

Academic Affairs

Academic Affairs is headed by the Provost and Senior Vice Chancellor for Academic Affairs who serves as the institutions Chief Academic Officer (CAO) and is responsible for administering academic policies. AA is comprised of each of the universitys colleges, schools, and libraries along with other academic support and administrative units to include Learner Operations, Research Innovation and Engagement, Institutional Planning Assessment and Research, and Global Affairs.

Academic Affairs works collaboratively to strengthen ECUs culture of academic excellence in line with our mission to be a national model for student success, public service, and regional transformation.

Primary Purpose of the Position

The primary purpose of this position is to provide leadership and strategic direction in resource development and business management and to provide oversight of all College of Nursing administrative affairs workflows and processes. Position is contingent upon the availability of funds.

Job Duties

  1. Supervises professionals within the business operations unit. Directly supervises the CON Budget Office and the CON business services. Oversees all staff positions. Works with the College of Nursings Associate Dean for the Office for Engagement and Professional Development to develop staff through professional development workshops, retreats, etc. While not a direct supervisor to all staff, ensures that staff voice is represented in administrative decisions. Manages staff performance evaluation processes.

  2. Formulates business policies, practices, direction, and service delivery solutions. Recommends and implements new administrative structures and guidelines within the college. Serves as advisor to the Dean, Associate Deans, and Department Chairs to provide direction on business, financial, and facilities resource allocations and operational issues. Serves as a member and/or resource person to College and University standing and ad hoc committees and task forces. Develops, reviews, and revises all College of Nursing Administrative policies on a periodic basis. Serves as a liaison for the College of Nursing with other university internal offices on all matters of finance, business operations, and business-related matters. Works with the colleges Budget Manager and Director of Strategic Operations and Partnerships to establish and maintain appropriate internal controls to protect College assets. Collaborates with the colleges Director of Strategic Operations and Partnerships and Budget Manager on contractual arrangements with internal and external agencies and oversees the contracts once in place. Completes other assignments as requested by the Dean.

  3. Provides oversight for business components in areas of budget management, financial planning, purchasing, personnel administration, and facilities management. Administers, provides oversight, and works closely with the Academic Affairs Divisions finance office regarding grants, budgets, and other financial matters. Collaborates with the Dean and the Medical and Health Sciences Foundation for the College of Nursing concerning matters related to resource planning and fundraising initiatives. Oversees the College of Nursings financial affairs, including multiple funding sources of state appropriations, the faculty practice plan, foundation awards, and scholarships, and institutional trust funds. Collaborates with the Director of Strategic Operations and Partnerships involving external funding and provides direction in the areas of budgeting and planning. Works with the colleges Budget Manager and POSO partners regarding funding for personnel actions and staffing needs. Collaborates with the Dean and Director of Strategic Operations and Partnerships, the colleges Budget Manager, and other administrative officials in short-long-term resource planning and management for the College. Works closely with the Associate Dean for Research and the CON-CAHS grants hub in relation to grant activities of the College.

  4. Provides leadership and administrative direction in the development of processes. Serves on Deans Executive Committee. Acts for the Dean in collaboration with the Director of Strategic Operations and Partnerships on administrative, business, and fiscal resource matters. Collaborates with the Director of Community Partnerships and Practice in marketing the colleges faculty practice plan, including contract negotiation. Oversees credentialing and reporting efforts to internal and external UNC-GA accrediting agencies, etc. entities on College and Departmental activities and initiatives. Works closely with the Executive Director of Information Technology on funding and the overall direction and growth of technology in the college for resource allocation.

Minimum Education/Experience

  • Bachelors degree in business administration, public administration, or related business area
  • Three years of professional accounting experience, of which at least one is supervisory or equivalent combination of training and experience
  • All degrees must be received from appropriately accredited institutions
  • License or Certification Required by Statute or Regulation: None

Preferred Experience/Skills/Training

  • Experience in the Academic Health Sciences Center and/or a College of Nursing is highly desirable
  • Possess the ability to write effectively in relation to grants, reports, and presentations and the ability to communicate effectively with faculty, staff, campus officials, and the public
  • Strong leadership skills, including setting goals and directing a teams effectiveness through strong communication
