The Leidos Corporate Earned Value Management (EVM) and Scheduling Center of Excellence (COE) is seeking an experienced Control Account Manager (CAM) to support the diverse and unique enterprise portfolio of projects that are championed by the EVM and Scheduling COE.

The role will promote the establishment and implementation of the Leidos EVMSD that facilitates the adoption of the EVMS management system that is common across all Sectors and mission directors for the implementation of best business practices. The application of timely and predictive analysis, as well as, providing all stakeholders with greater insight into project performance will enhance opportunities for project success.

A significant part of this roles is expected to be in the capacity of being a coach to CAMs on specific programs and to serve as a CAM on new start-up activities or when the COE engages on program recovery to improve program execution.

This position is empowered with a projects cost, schedule, and technical responsibilities of a control account(s) when Earned Value Management (EVM) is required. Compliance with the Leidos EVMS and EVMSD to plan and manage scope, schedule, and budget of an integrated project for optimal planning and control of prime contracts and in-house projects is required.

Ideal candidates for this role have a diverse background in the complimentary functional domains that enable the best CAMs, such as scheduling, traditional financial analysis, serving as an EVM analyst, understanding the policy aspects along with the practical aspects of implementing EVMS, and the many supporting the supporting toolsets and sub-systems.

The EVM COE CAM may also interact in a training capacity whereby coordination with Leidos senior management is critical. Training staff aids in project deployment responsible for planning, organizing, securing and managing resources to bring about the successful completion of specific program goals and objectives.

Control Account Manager (CAM) Responsibilities

The Control Account Manager (CAM) plays a critical role as part of the Earned Value Management System process. Works closely with the Integrated Product Team (IPT) Leads to define the Control Account (CA) work scope, schedule and budget. The CAM has responsibility for managing the cost, schedule and technical performance for all work within assigned control accounts.

Primary Responsibilities:

• Performance of assigned CAs, authorizing and directing CA work • Establishment and maintenance of the Control Account Plan, including developing resource assignments, and identifying/documenting schedule and risk • Verification and control of costs charged to the CA • Conducting formal cost and schedule variance analysis and development of recovery plans • Participating in Program Reviews, Integrated Baseline Reviews (IBRs) and other program or management reviews • Participating in DCMA Joint Surveillance Reviews (JSRs) to maintain the Leidos EVMS Business System • Participation/engagement with Program Manager on Basis of Estimate (BOE) and other proposal artifacts as required

Expected Qualifications:

Requires a Bachelors degree in a relevant business or technical discipline and 12+ years of prior relevant experience or Masters degree with 10+ years of prior relevant experience.

This position requires knowledge in the development, maintenance, and/or tracking of: Integrated Master Schedule (IMS), Performance Measurement Baseline (PMB), the change management process, the work authorization process, forecasting Estimates at Completion (EACs), and implementing corrective actions.

Program Mission and Challenges:

Program mission and challenges are very complex, are subject to constant change and typically impact multiple area or disciplines. Requires talent and experience in investigative inquiry; strong, data driven analytic thinking, creative problem solving and flexibility/agility to quickly assess, evaluate and respond.

Working Knowledge and Experience:

Working knowledge of EVMS and scheduling processes Knowledge of customer reporting (i.e., Integrated Program Management Report (IPMR or IPMDAR), etc.) Project management or project control experience working with Work Breakdown Structure (WBS), IMS, and work authorizations Understanding of cost and schedule development as well as controls to conduct root cause analysis and identify corrective actions Experience with development of Estimate to Complete (ETC) and Estimate at Complete (EAC) Experience with baseline change control processes and monthly schedule status processes

Preferred Qualifications:

Thorough command of EVMS tools (e.g., Cobra, OPDEC IPM, wInsight) Formal training in EVMS (e.g., company-sponsored, industry certifications) Experience as a Control Account Manager in a contractually required EVMS environment Previous participation in an IBR Ability to communicate with executive leadership (internally or client) regarding matters of significant importance to the organization/project, serving as a primary briefer on Cost, Schedule, Performance, IBRs, EVM reviews and other program control events inside the Program, for Leidos leadership and with the Custom
