A growing construction firm is seeking a Proposal Manager / Senior Estimator to lead federal bid strategy, identify new opportunities, and develop competitive proposals. This role is fully remote and offers the chance to work on meaningful government projects across the East Coast while reporting directly to senior leadership.

With a lean, highly experienced team and a strong reputation for navigating complex, compliance-heavy projects, they maintain long-term partnerships and a consistent backlog driven by multi-year contract awards across the Northeast.
Description
- Identify and evaluate new federal and public sector project opportunities
- Lead the full proposal development process, including bid packages
- Prepare detailed cost estimates and pricing strategies
- Collaborate with leadership to determine bid/no-bid decisions
- Manage schedules and timelines using tools such as P6 and MS Project
- Coordinate with internal teams and external partners throughout the bidding process
- Analyze project requirements, risks, and compliance factors
- Support continuous improvement of estimating and proposal processes
Profile
A successful Estimator should have:
- 8+ years of experience in estimating or proposal management
- Strong background in construction estimating (federal/public work preferred)
- Experience with government, VA, or similar projects is highly desirable
- Proficiency with MS Office, P6 scheduling, and Microsoft Project
- Ability to work independently in a remote environment
- Strong analytical, organizational, and communication skills
- Open to candidates with commercial experience transitioning into government work

Requirements
