GENERAL SUMMARY

Salary: $20.00/hr.

To perform a variety of skilled tasks in the operation of equipment for various maintenance activities and operations; and to participate in a wide variety of maintenance and construction work.

SUPERVISION

General supervision is provided by a Street Supervisor. May direct the work of Equipment Operator I and Maintenance Workers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • All behaviors comply with the Code of Conduct & Rules of Behavior outlined in chapter 8 of the General Government Policies and Procedures Manual.
  • Operate a variety of equipment including trucks, backhoes, air compressors, hydro- and jackhammers, concrete saws, rollers, bulldozers, loaders, mud-jack, skid steer loaders and other similar equipment and machinery in conducting maintenance and construction work. Drive as assigned by Supervisor.
  • Inspect and restore equipment fluid levels including oil, fuel, water and transmission fluid; verify operational gauges and tires; lubricate equipment as needed; service and adjust as necessary.
  • Assist with preparing grades and elevations for project construction; participate in finishing project site concrete.
  • Assist with identifying equipment needs for each assigned site; ensure proper materials and tools are available to the project staff when they are needed.
  • Maintain and repair a variety of concrete and asphalt materials including City streets, alleys, and utility piping as assigned.
  • Collect and complete daily schedules; report all daily work to appropriate supervisor. May assist in the timely, accurate and thorough Performance Reviews for supervised employees.

OTHER DUTIES AND RESPONSIBILITIES

  • Provide support to assist division staff in the completion of their duties and responsibilities; provide functional and technical direction as needed.
  • May participate in a variety of activities involving travel between various City facilities and to other related external business and government agencies which may include site preparations and evaluations.
  • Assist with preparation of concrete base including setting wood forms and positioning steel; pour concrete; remove wooden forms; clean site.
  • May assist with the preparation of sanding materials for roads under freezing and snowy conditions.
  • Barricade high water areas as requested; may direct traffic detours as needed; assist with cleaning streets and drainage areas following severe weather conditions including high water.
  • Measure a variety of concrete and asphalt areas including cuts, depths and curb lines.
  • May inspect pipes as necessary.
  • May respond to emergency situations as requested including hazardous and severe weather conditions.
  • Perform other duties as assigned.

MINIMUM JOB REQUIREMENTS

EDUCATION

Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

EXPERIENCE

One (1) year operating jackhammers, concrete saws, rollers, bulldozers, loaders, mud-jack, backhoes and similar equipment used in maintenance and construction work.

LICENSES AND CERTIFICATES

Possession of a valid drivers license.

Possession of a valid Class A Texas drivers license or obtain a Class A commercial drivers license within 90 days of employment as a condition of continued employment.

Failure to obtain a Class A drivers license within 90 days of employment will result in non-disciplinary termination.

WORK SCHEDULE

  • Monday - Friday - 6:30 am - 3:00 pm, with required overtime and on call-duty as needed.

PHYSICAL REQUIREMENTS / WORK ENVIRONMENT

Full Time Employees:

The City of Mesquite offers the Zero Premium, Employee Only Benefits under the following plans: High Deductible Medical Plan, Dental HMO Plan, Vision Plan, and Life Insurance.

The City is self-insured and offers a choice of two medical plans: HSA, and High Deductible Medical Plans through Blue Cross Blue Shield of Texas. Employee medical coverage goes into effect the first day of the month following 30 days of employment. Coverage is available to all full-time employees at group rates. Employees enrolled in the Citys self-insured medical plan also have access to the Mesquite Employee Health Center (MEHC) clinic and pharmacy.

The City offers three dental plan options: a managed plan (DHMO), an indemnity plan (DPPO), an enhanced indemnity plan (DPPO Enhanced). Coverage is available to all full-time employees at group rates.

The City offers free Vision Insurance to all employees. Dependents can be added for an additional fee.

Basic Group Life Insurance protection is provided to eligible full-time employees in the amount of two times the annual salary as recorded at the beginning of each year. The following voluntary benefits are available to full-time employees: Supplemental Life, AD&D Insurance, Cancer Insurance and Long-Term Disability

Texas Municipal Retirement System (TMRS): All employees appointed to positions designated to work 1,000 hours or more per year must participate in the TMRS. TMRS is a qualified tax-deferred retirement plan under Section 401 of the IRS. Seven (7) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions.

Other benefits include Social Security, Tax Saver Program (Section 125 Flexible Spending Account), Deferred Compensation Plans, Direct Deposit, Paid Holidays, Paid Vacation, Sick Leave and Personal Leave.
