OVERVIEW & PURPOSE:

Performs responsible skilled equipment operation work in the County Solid Waste Management Department.

This position is assigned to Landfill Operations. Landfill employees operate heavy equipment such as large dozers, compactors, motor graders, loaders, and other equipment to spread, compact and cover landfill solid waste with dirt, and to grade and landscape the landfill site, construct roads at the landfill or for other similar purposes. Performs maintenance and makes repairs and adjustments to landfill equipment. Assist in various semi-skilled and unskilled tasks when not engaged in equipment operation and repair. Subject to indoor and outdoor environmental conditions including extreme heat, cold and noise. Work in Solid Waste Management also involves exposure to physical conditions such as moving mechanical parts, atmospheric conditions such as odors and dust, and skin exposure to oils. May be subject to OSHA's Bloodborne Pathogen standards. Work is performed under regular supervision and evaluated in progress and upon completion for adherence to standards, safety, and operational requirements. Reports to the Landfill Operations Specialist or the Landfill Operations Supervisor.

Examples of Duties

ESSENTIAL FUNCTIONS:

A position may not include all the work examples given, nor does the list include all that may be assigned.

Operates bulldozer, compactors, excavators and articulating trucks covering and compacting waste; operates heavy equipment to grade and excavate land and backfill excavations and trenches; insures proper grade, slope and coverage amount.

Operates motor grader in the grading, ditching and other construction and maintenance of dirt roads and the repair of road surfaces at the landfill.

Operates loader to spread gravel on roads and parking areas.

Operates applicator to apply alternative daily cover material on solid waste.

Instructs truck drivers where to dump waste; observes waste being dumped at the landfill for proper materials; separates out materials not allowed; explains proper access and use of the landfill to the public.

Inspects assigned equipment for proper operation and safety; performs preventive maintenance and makes repairs and adjustments to heavy equipment.

Maintains simple records of work activities.

Conducts and records random waste screenings.

Assists in establishment of vegetative cover and erosion control structures.

Mows grass as needed; participates in landscape and facility maintenance at solid waste facilities; participates in snow removal.

Assists with cleaning up in and around facility.

ADDITIONAL FUNCTIONS:

May substitute for other employees at Collection or Transfer Sites.

Performs related tasks as required.

KNOWLEDGE, SKILLS, & ABILITIES:

Considerable knowledge of the operation and maintenance of heavy construction equipment.

Considerable knowledge of the methods of landfill operation including grading and drainage requirements and regulation regarding solid waste materials disposed in landfill.

Considerable knowledge of the occupational hazards and preventive safety measures of working in a landfill and operating heavy equipment.

Ability to operate construction equipment to proper grade.

Ability to establish and maintain effective working relationships with the public and other employees.

Ability to follow oral and written instructions.

Typical Qualifications

EDUCATION/EXPERIENCE "REQUIREMENTS":

Graduation from High School and considerable experience with heavy equipment operation; or any equivalent combination of education, experience, and training.
