The Position

Bargaining Unit: Local 21 - Supervisory Management

The Employment and Human Services Department is currently accepting applications to fill one (1) vacancy for the position of Environmental Services Supervisor (Childcare Centers).

At the Employment & Human Services Department (EHSD), we are building brighter futures together and you can be a key part of that purpose. Candidates choose EHSD because they want more than a job; they want meaningful work with lasting impact in the community. Here, every role contributes to improving the lives of children, families, and individuals across Contra Costa County.

As an Environmental Services Supervisor, you will be part of the EHSD Internal Operations Division which provides the essential infrastructure and support that keep our programs running smoothly. This is a newly established position within EHSD, offering a rare opportunity to shape, design, and lead a new program from the ground up. You will develop procedures, recruit your team, and establish standards of excellence, while working independently and contributing directly to a strong operational foundation. This role is shift-based, offering a structured schedule that ensure consistent coverage for our facilities. Candidates who value clear work hours, predictable routines, and operational autonomy will find this environment rewarding. If youre seeking growth, ownership, and a chance to leave your mark, EHSD offers exactly that.

Your work will directly support the EHSD Community Services Bureau (CSB), which provides high-quality early childhood education and supportive services to families throughout Contra Costa County. CSB oversees Head Start, Early Head Start, and state-funded childcare programs across multiple sites. These centers play a critical role in preparing children for lifelong learning, and maintaining clean, healthy, and safe environments is essential to that mission. As part of the CSB team, you will help ensure that our childcare facilities remain welcoming, hygienic, and fully prepared for the next day's learning and play. You will join a department dedicated to equity, exceptional service, collaboration, and uplifting communities. You will also play a key role in supporting CSB's operational excellence as we expand and strengthen our facilities to meet the needs of children and families across Contra Costa County.

We are looking for someone who is:

  • A strong and confident team-builder who enjoys developing others
  • Skilled at organizing work and adapting quickly when priorities shift
  • Knowledgeable about custodial/housekeeping best practices, especially in childcare or institutional settings
  • An excellent communicator who can give clear direction and feedback
  • Dependable, self-motivated, and able to work independently during after-hours operations
  • Attentive to health, hygiene, and safety standards that apply to young children
  • Comfortable supervising and training staff across multiple locations

What you will typically be responsible for:

  • Overseeing after-hours cleaning and sanitation at CSB childcare centers, ensuring classrooms, bathrooms, kitchens, and play areas meet childcare cleanliness standards
  • Building and supervising an evening custodial team using County staff, including hiring, scheduling, coaching, and performance evaluation
  • Training staff on safe, proper, and efficient cleaning practices, including correct use of cleaning solutions and equipment
  • Adjusting daily work plans to address special cleaning needs, emergencies, or unexpected schedule changes
  • Inspecting facilities for cleanliness, safety hazards, and compliance with childcare, public health, and CSB standards
  • Ensuring proper use and basic upkeep of custodial equipment
  • Maintaining communication with childcare center and EHSD leadership to coordinate needs, resolve issues, and ensure high-quality service
  • Supporting CSB's mission by ensuring that all children's spaces remain clean, healthy, and conducive to learning

A few reasons why you might love this job:

  • Your work directly supports children's health, development, and success
  • You get to build a new custodial team and shape its culture from the start
  • You'll make a visible, meaningful impact every day. The centers rely on your team to operate smoothly.
  • You will be part of an inclusive, mission-driven bureau focused on community well-being
  • You'll have autonomy in managing after-hours operations while still being part of a supportive division

A few challenges you might face in this job:

  • Managing cleaning teams across multiple sites with differing facility needs
  • Ensuring consistent childcare-level sanitation standards during limited evening hours
  • Working independently after normal business hours
  • Adapting to last-minute schedule or priority changes
  • Balancing staff coaching with maintaining high expectations and accountability

Competencies Required:

  • Allocating Resources: Prioritizing the use of fiscal and material resources to maximize organizational effectiveness
  • Decision Making: Choosing optimal courses of action in a timely manner
  • Delegating: Sharing responsibility, authority, and accountability

  • Driving Results: Demonstrating concern for achieving or surpassing results against an internal standard of excellence
  • Environmental Exposure Tolerance: Performing under physically demanding conditions
  • General Physical Ability: Using strength, endurance, flexibility, balance, and coordination
  • Informing: Proactively obtaining and sharing information
  • Interpersonal Savvy: Considering and responding appropriately to the needs and feelings of others in different situations
  • Leadership: Guiding and encouraging others to accomplish a common goal
  • Oral Communication: Engaging effectively in dialogue
