Duties Description The Environmental Program Specialist 1 (Natural Resources), SG-18, is assigned to the Division of Environmental Stewardship and Planning. The Environmental Program Specialist 1 (Natural Resources) serves as the Environmental Project Manager and manages the Region's environmental stewardship projects, ensuring they are coordinated appropriately, with place-based management at the appropriate level in the region. This position will report to the Biologist 2 (Ecology), SG-23.

NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Environmental Program Specialist (Natural Resources) Trainee 1, SG-14:
Four years of experience* in local and/or regional planning involving natural resource analysis; developing and implementing natural resource program policies; writing technical or programmatic reports relating to natural resource program areas; and/or developing, implementing, and evaluating natural resource programs.
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience.
For Environmental Program Specialist (Natural Resources) Trainee 2, SG-16 you must have:
Five years of experience* in local and/or regional planning involving natural resource analysis; developing and implementing natural resource program policies; writing technical or programmatic reports relating to natural resource program areas; and/or developing, implementing, and evaluating natural resource programs.
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience.
For the Environmental Program Specialist 1 (Natural Resources), SG-18 you must have:
Six years of experience* in local and/or regional planning involving natural resource analysis; developing and implementing natural resource program policies; writing technical or programmatic reports relating to natural resource program areas; and/or developing, implementing, and evaluating natural resource programs.
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Advanced placement to the Trainee 2 or SG-18 level may be possible depending on education and experience and subject to agency approval.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as an Environmental Program Specialist 1 (Natural Resources), SG-18; if you have less than one year, you must be reachable on the current Environmental Program Specialist 1 (Natural Resources), SG-18 eligible list for this location, if one exists.
Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 18 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective June 12, 2025 or later will be addressed with a subsequent cover-in.
