Job Description

The Environmental Coordinator - Backflow position is responsible for administering Avondale's backflow and cross-connection program with the primary purpose of protecting Avondale's public water system (PWS). The coordinator performs skilled technical work to ensure that water customers comply with all local, state, and federal backflow regulations, including provisions of the Safe Drinking Water Act. Work will include field inspections, testing, verification, documenting, and troubleshooting of backflow prevention assemblies and cross-connections. Utilizing the City's cross-connection database, the coordinator provides inspection notifications, tracks results, initiates customer outreach, and works with customers to correct deficiencies.

Under the direct supervision of the Water Quality & Compliance Supervisor, this position also ensures that city-owned backflow assemblies that provide water service to city facilities are in compliance with the backflow and cross-connection program. This work shall include testing, certifying, repairing, replacing, and/or coordinating replacement of city-owned backflow prevention assemblies.

This position assists in the administration of all water quality and compliance programs, including but not limited to pretreatment, stormwater, water quality compliance, and water conservation. The coordinator shall provide customer education and will also respond to citizen concerns related to these programs.

Essential Functions

Performs field inspections, verifications, investigations, documentation, and troubleshooting of the privately owned backflow prevention assemblies that provide protection to the City's water distribution system.

Performs testing, certification, repair, replacement, and/or coordination of replacement of city-owned backflow prevention assemblies that provide protection to the City's water distribution system from City-owned water parcels with water service.

Monitors and maintains electronic program files. Maintains the City's NJBSoft SAMS database of backflow devices, backflow assembly inspection reports, testing certifications, violation records, and correspondence to and from commercial property owners/managers.

Utilizes the City's CMMS software on a daily basis to accurately record and reflect proper equipment, labor, and asset utilization for each assignment.

Follows all SOPs and JHAs for water system operations and maintenance. Performs work in a safe manner and utilizes required safety equipment when necessary. May occasionally enter confined spaces by safely following OSHA safety regulations.

Investigates customer complaints related to water service, such as low or high water pressure, water quality, air entrainment, system leaks, and more.

Develops and implements backflow and cross-connection control public education program(s) and outreach material for residents and businesses. Attends City-sponsored events and other educational forums to provide information regarding regulatory compliance programs.

Provides assistance, as needed, to other water quality programs, including the pretreatment program, stormwater program, water quality and compliance program, and water conservation program.

Provides operational and staffing support to the Tap Trailer program at departmental and City-sponsored educational events.

Performs other duties as assigned. May be called upon to assist other divisions within the Department or other Departments within the City.

Minimum Qualifications

High School Diploma or GED equivalency.

A general knowledge of the Safe Drinking Water Act, water distribution, water treatment, public works, and/or municipal operations is required.

A general knowledge of the Clean Water Act is desired.

A minimum of three (3) years of experience working with any combination of cross-connection or backflow control programs, or regulatory work related to the Safe Drinking Water Act, or water treatment or water distribution, is required.

An equivalent combination of education and job-related experience may be considered on a year-for-year basis.

Must possess an Arizona Department of Environmental Quality (ADEQ) Water Distribution or Water Treatment Grade III Certification, or must be able to obtain a Grade III certification within six (6) months of hire and be able to maintain certification for the duration of employment.

Must possess a Backflow Assembly Tester certification and a Cross-Connection Control Specialist certification, or must be able to obtain these certifications within twelve (12) months of hire and be able to maintain certifications for the duration of employment.

A valid Arizona Driver's License is required.
