General Description

JOIN OUR TEAM AS AN ENVIRONMENTAL COMPLIANCE MANAGER

Pasco County Utilities Operations and Maintenance Department is seeking an engaged, customer service oriented leader to be our next Environmental Compliance Manager. This position performs highly responsible and independent technical and administrative duties associated with environmental compliance, water quality programs, and the safe and efficient operations of Pasco Countys water, wastewater and reclaimed water utility systems. These systems provide service across the County to more than 100,000 service connections involving the review and management of federal, state, regional, and local regulatory compliance activities, and develops and implements reporting and tracking programs to enhance the overall effectiveness of Pasco County Utilities.

Essential Job Functions

  • Responsible for the development, implementation, and management of environmental and regulatory compliance programs.
  • Responsible for the long-term planning for renewal of water, wastewater and reclaimed water facility operating permits, system improvements, and operational changes to maintain and enhance regulatory compliance.
  • Manages field studies, performs facility inspections and evaluations, and recommends action plans on corrective measures related to enhancement of regulatory compliance.
  • Manages permit tracking, monitoring and reporting programs to assure regulatory compliance.
  • Leads Pasco County Utilities leak detection program including scheduling, actively conducting in leak detection survey, implementing new technology and submitting work orders for repairs.
  • Participates as a key member of the Water Protection Team that is responsible for developing and implementing solutions to protect our water supply by reducing non-revenue water and improving conservation.
  • Conducts field work, inspections, operational training, and coordination with regulatory authorities and other County personnel to enhance our regulatory compliance activities.
  • Performs coordination and liaison work in support of regulatory compliance with other Pasco County personnel and all appropriate state and federal agencies involved in environment management, water, wastewater, reclaimed water, and other utility service activities.
  • Tracks current and proposed environmental legislation and rules which directly or indirectly affects the Utilities services operations. Provides written input and comments reflecting County position, as required and directed.
  • Reviews laboratory test results and data, water-quality monitoring programs, and facility assessment reports as required.
  • Interpret rules, regulations, topographical and aerial maps, blueprints, diagrams, and sketches.
  • Performs other related work as required.

Knowledge, Skills and Abilities

  • Knowledge in the permitting and operation of water, wastewater, and reclaimed water systems.
  • Knowledge in the practical aspects of ordinance enforcement, rules, and regulations relating to environmental management and regulatory compliance.
  • Knowledge of utility systems including the operation and maintenance of treatment plants, collection and distribution systems, and storage facilities.
  • Knowledge of water supply sources and planning and conservation best practices.
  • Ability to read and interpret rules, regulations, topographical and aerial maps, blueprints, diagrams, and sketches.
  • Ability to independently present ideas, concepts, and facts in a clear, concise manner in written, oral, or graphic form.
  • Ability to develop and evaluate reports and presentations reflecting the work activities performance, and environment compliance of Pasco County Utilities.
  • Ability to participate in complex environmental quality and management studies and analyze information and formulate substantive recommendations regarding improving and maintaining regulatory compliance based upon such studies.
  • Ability to establish and maintain effective working relationships with coworkers, outside agencies, regulatory authorities, and the general public.
  • Leadership, self-motivation, ability to work on teams, and willingness to learn are all essential.

Minimum Requirements

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication. Ability to conduct field work in a variety of weather conditions.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelors Degree in biology, environmental science, environmental engineering, or a related field. Eight (8) years of professional work experience in water, wastewater, or reclaimed water compliance or project management OR a Masters degree and six (6) years experience. Regulatory agency permitting and compliance experience required. Proficient in Microsoft Office and familiar with GIS.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida drivers license.
