    ' Medicaid State of Texas Access Reform (STAR) program for low-income children and pregnant women

    ' Children's Health Insurance Program (CHIP) for the children of low-income parents, which includes CHIP Perinatal benefits for unborn children of pregnant women who do not qualify for Medicaid STAR

    ' Health Insurance Marketplace Plans that offer individual health coverage that includes preventive care, emergency services, prescription drugs, and hospitalization available to all, regardless of pre-existing conditions.

    JOB SUMMARY

    The Enterprise Communications Program Manager leads and executes strategic communications initiatives that inform, engage, and inspire employees, members, and key stakeholders across Community Health Choice. This position serves as a communications partner to business leaders by developing communication strategies, translating organizational priorities into clear and effective messaging, and supporting cross-functional communications initiatives. This role leads employee communications programs and provides communications planning and editorial support for member communications, coordinates cross-functional communication projects, and collaborates with internal stakeholders to ensure communications align with the organization's mission, values, brand standards, and strategic priorities. The position develops and reviews communication content while coordinating execution across communications and creative resources.

    JOB SPECIFICATIONS AND CORE COMPETENCIES

    Employee Communications & Employee Engagement

    Lead the organization's employee communications program and internal communications calendar. Plan and execute employee communication campaigns, change communications, leadership communications, and employee engagement initiatives. Develop key messaging, communication frameworks, and executive-ready content to support business initiatives and organizational priorities. Build communication resources and toolkits for managers and leaders. Lead communications planning and materials development for Town Halls and enterprise-wide meeting.

    Communication Strategy & Business Partnership

    Partner with business leaders to develop communication plans that support organizational priorities and business initiatives. Recommend communication strategies, messaging approaches, and communication channels. Translate complex business initiatives into clear, audience-focused communications. Serve as a strategic communications partner to stakeholders across the organization.

    Communications Operations & Project Management

    Manage communications intake, prioritization, editorial calendars, and workflow processes. Develop creative briefs and coordinate production schedules. Review, edit, and provide feedback on communication materials to ensure clarity, consistency, accuracy, and alignment with brand standards. Manage communications projects and collaborate across Creative, Web, Digital Marketing, Multimedia, and Copywriting resources to ensure timely and effective execution.

    Member Communications & Editorial Strategy

    Support communications planning and editorial strategy for member communications, educational campaigns, member content, blogs, and enterprise storytelling initiatives. Partner with business stakeholders and communications teams to ensure consistent messaging, audience-focused content, and alignment with organizational priorities.

    Communication Measurement & Continuous Improvement

    Monitor communication effectiveness and engagement metrics. Evaluate communication strategies and recommend process improvements. Stay current on communications trends, tools, and best practices. Actively contributes to departmental goals, process improvement initiatives, and other duties as assigned.

    QUALIFICATIONS:

    Education/Specialized Training/Licensure: Bachelor's degree in communications, Marketing, Advertising, Business Administration, or another related required.

    Work Experience (Years and Area): 3-5 years of proven history of progressive experience working in internal/external communications and engagement roles with successful outcomes. 2 years of program management experience.
