Job Title         : Enterprise Architect
Job location   : Phoenix, AZ, (Hybrid)
Duration         : 12+ month contract with possibility for extension

 
Job Responsibilities:
 
Lead the design, implementation, and governance of an enterprise-scale Azure cloud platform aligned with Microsoft Cloud Adoption Framework (CAF) principles for the Judicial Branch of Arizona. The Enterprise Architect will provide architectural leadership across cloud domains, including landing zone design, governance, security, networking, DevOps, and resilience. Responsibilities include designing and overseeing Azure infrastructure (VMs, App Services, Storage, SQL), establishing identity and access management using Azure AD and RBAC, enforcing security and compliance through policies and encryption, and implementing monitoring and optimization strategies. The role also ensures alignment with judicial compliance requirements and supports transition to commercial Azure and/or cloud-agnostic solutions. The architect will drive DevOps enablement, infrastructure-as-code adoption, automation, and scalable platform design while providing documentation, knowledge transfer, and ongoing architectural guidance.
Azure cloud architecture and platform design Microsoft Cloud Adoption Framework (CAF) expertise Enterprise landing zone design and implementation Azure services: VMs, App Services, Storage, Azure SQL Identity and Access Management (Azure AD, RBAC, Managed Identities) Security and compliance (Azure Policy, Key Vault, encryption) Infrastructure as Code (ARM, Bicep, Terraform or similar) Monitoring and logging (Azure Monitor, Log Analytics) DevOps practices and CI/CD pipelines Networking design and hybrid/cloud connectivity Governance frameworks and policy enforcement.
 
Skills Preferred:
 
TOGAF or equivalent enterprise architecture framework Azure Solutions Architect Expert certification Experience with cloud-agnostic or multi-cloud strategies Cost optimization and FinOps practices Experience in government or judicial environments Disaster recovery and business continuity planning
Minimum 10+ years of enterprise architecture experience Proven experience designing and implementing Azure cloud solutions at scale Hands-on experience with CAF-aligned cloud adoption and landing zones Experience implementing security, compliance, and governance frameworks Experience with DevOps transformation and automation Experience leading cross-functional architecture initiatives
Experience migrating from Government Azure to Commercial Azure Experience with large-scale public sector or regulated environments Experience with performance optimization and cost management in Azure Prior experience establishing enterprise governance models
 
Education Required:
Bachelor’s degree in Computer Science, Information Technology, or related field
Master’s degree in a related technical or business field Azure Solutions Architect Expert certification TOGAF or equivalent enterprise architecture certification.
