SUMMARY

This position will be issued projects by the Division Manager and under the guidance of a Senior Engineering Project Manager (SEPM). Therefore, under the guidance of the SEPM, this position manages and executes various phases of water and wastewater projects from inception to completion (planning, design, permitting, and construction). Work often involves projects with visibility where public relations and public perception are critical, or a large volume of smaller projects across a diverse array of scenarios. This position serves as a supervisor to Project Coordinator(s), or other section personnel.

The salary for this position is $93,609 thru $104,009.99 commensurate with experience.

ESSENTIAL JOB FUNCTIONS:        

  • Provides technical advice and information in field of specialty, including design work, under guidance of Senior Engineering Project Manager (SEPM), for internal projects or to consultants, and contractors.

  • Prioritizes projects assigned by Division Manager for maximum impact and return on investments.

  • Serves as project liaison to the public, property owners, other government agencies, other employees, and City officials regarding assigned projects; solicits input and feedback; answers questions from property owners and the general public; and participates in legal activities related to assigned project.

  • Manages the administrative aspects of projects; updates project schedules; reviews project progress; approves invoices, approves and maintains documentation; acquires required permits; completes closeout documents; and ensures quality control.

  • Conducts preliminary research, mapping, and initial field visit; coordinates locates; surveys; and creates design.

  • Conducts final field inspections and completes punch lists in coordination with Construction Supervisor and Senior Engineering Project Manager(s).

  • Inspects construction sites on a periodic basis; reads daily construction reports.

  • Supervises and provides direction for contractors, consultants, and work crews; inspects work; monitors progress, costs, regulatory compliance, and quality control.

  • Coordinates project related bid process and contract awards, including preparing bid documents in coordination with Senior Engineering Project Managers and the Division Manager.

  • Manages projects during design and construction phases; assists with field decisions; approves change orders and schedule changes; and inspects quality of work and materials.

  • Prepares, coordinates, and/or reviews construction and engineering plans, designs, and specifications related to projects; performs or requests modeling, testing, planning, and engineering studies in support of project analysis and design; reviews and verifies engineering calculations and analysis ensuring that specifications and standards are met; and recommends improvements, modifications, strategies, structural systems, or other aspects of project development.

  • Performs other related job duties as assigned.


MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s degree in engineering, construction management, or a related field from an accredited school.

  • Four (4) years of directly related work experience in engineering or construction management, preferably in civil engineering or municipal capital improvement projects.

Licenses, Certifications or Registrations:

  • Requires a valid driver’s license.

Preferred Requirements

  • Prefers certification as an Engineering Intern (EIT) (or ability to obtain certification within one year of hire).

  • Prefers licensure as a Professional Engineer (or equivalent credentials in field of specialty).

Knowledge, Skills and Abilities:

  • Knowledge of fundamental engineering and construction principles such as project initiation, planning, implementation, and closeout.

  • Skills in communications, both verbally and in writing.

  • Skill in GIS software, such as ArcGIS.

  • Ability to apply fundamental project management principles.

  • Ability to apply direct change control principles to project management and implementation.

  • Proficient with (or pertinent knowledge of) AutoCAD Civil 3D, or equivalent software, for the purposes of water and sanitary sewer design, including creation of construction plans and associated profiles.

  • Proficient with Microsoft office products, such as Outlook, Excel, OneNote, and Word, along with construction management scheduling tools.

  • Familiar with GIS software.

PHYSICAL DEMANDS:

The work is light work and requires applying 10 pounds of force frequently exerting up to 20 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: climbing, manual dexterity, grasping, perceiving sounds at normal speaking levels, discriminating among sounds, lifting, mental acuity, repetitive motion, speaking, standing, expressing ideas by spoken word, shouting above noises, visual acuity in data/color/ observations/equipment, and walking.

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
