Job Summary and Essential Functions

This position typically provides direction and manages the workload and effort of BCWS Engineering personnel; supervises the administration and coordination of the technical work of all departmental employees on assigned projects; develops and utilizes best practices; seeks process improvement utilizing numerous resources; utilizes technology to solve management challenges; and deals courteously and effectively with fellow employees and citizens.

ESSENTIAL JOB FUNCTIONS:

  • Provides leadership, direction and management for the day-to-day operations of the department, ensuring sound judgment in management and technical decisions.
  • Implements the policies, rules, regulations and procedures of Berkeley County.
  • Prepares budget requests and monitors the department's approved budget.
  • Evaluates problems, develops and implements solutions, and makes independent decisions.
  • Supervises, directs and evaluates employees assigned to the Engineering Department.
  • Provides leadership and promotes professional development for staff.
  • Ensures that short term and long-range goals and objectives are attained.
  • Interacts effectively with a variety of governmental, industrial, business and citizens' groups.
  • Performs a variety of administrative tasks on a regular basis including, but not limited to, reviewing and evaluating engineering, technical, and financial reports, monthly operational reports, preparing correspondence and agendas, gathering information for BCWS management, the County Supervisor or Council Members, etc.
  • Meets with department heads, managers, supervisors, vendors and others to solicit cooperation and resolve problems.
  • Consults with other departments on engineering matters regarding design, construction, operations or maintenance
  • Interacts with the public to resolve issues and complaints.
  • Represents BCWS at public meetings and public hearings.
  • Assists in preparing various reports for internal and external audits.
  • Ensures accurate records are maintained for all funds collected and expended.
  • Reviews projects designed by architectural and engineering consultants for private development and BCWS capital projects.
  • Reviews shop drawings and other submittals for compliance with contract requirements and BCWS standards.
  • Observes and inspects construction projects for compliance with contract requirements, approved plans, and BCWS standards.
  • Serves as BCWS representative on BCWS capital projects, prepares design contract scope and fee estimate and participates in consultant selection, fee negotiations, orientation and instructions acting as liaison and coordinator.
  • Reviews and approves plans for private development projects.
  • Ensures that all required project permits, approvals and contract requirements have been received and properly complied with and documented.
  • Evaluates and responds to requests for contract amendments and change orders.
  • Reviews and approves pay applications from consultants, engineers and contractors.
  • Reads and understands the BCWS Environmental Management System policy statement.
  • Reports any observed discharges or potential discharges of pollutants (gas, liquid or solids) from any County owned or near any County owned facility to management.
  • Complies with any task specific Environment Management System Standard Operating Procedures.
  • Performs other duties as assigned.

Minimum Requirements to Perform Work

  • Bachelor's degree in Civil/Environmental Engineering or closely related field;
  • Master's degree preferred;
  • Six years of supervisory experience required;
  • Or equivalent education, and/or experience.

Special Requirements:

  • SC Professional Engineering (PE) license required;
  • Computerized engineering application experience such as asset management, CADD, and GIS experience preferred;
  • Must have and maintain a valid SC driver's license and a safe driving record;
  • Departmental testing may be administered during interview;
  • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.

Knowledge, Skills and Abilities:

  • Knowledge of civil engineering concepts, principles and practices.
  • Knowledge of environmental rules and regulations on the State and federal level for wastewater, potable water and solid waste relating to treatment, transportation and disposal.
  • Knowledge of architecture, structural, electrical and mechanical engineering.
  • Skill in using network computer systems and advanced personal computers including Word and Excel programs.
  • Excellent written and oral communication skills.
  • Ability to work independently as well as collaborate effectively with co-workers.
  • Ability to deal with the public to include handling potentially difficult customers and volatile situations.
  • Ability to determine grant eligibility of projects, administer grants, and manage grant funds.
  • Ability to develop budget recommendations and manage approved budgets.

Physical Demands

This position requires the employee to reach, pull and push with hands and arms; stand; use hands to handle, feel, finger, grasp or operate objects, tools or controls; sit; climb or balance; stoop, kneel, crouch or crawl; use mental acuity and repetitive motion; and walk, talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Work Conditions

The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. The normal work schedule is thirty-seven and one half (37.5) hours per week, Monday through Friday from 9:00 a.m. to 5:00 p.m., with the ability to work after hours when necessary. Must be able to attend evening County Council, Planning Commission and other group meetings as needed. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties as project schedules demand or during emergency situations.
