Description of Work

The purpose of this position is to provide engineering, programmatic, and analytical support to the Staff Engineer and the Operations Program Management Unit. Operations Program Management serves as the central clearinghouse for highway condition data and management information. This position interacts with Department leadership, including the Director of Highway Operations, Division Engineers, and the State Maintenance Engineer, to support maintenance operations planning, operational priorities, and daily program activities. The position supports the Road Inventory Section, Mapping Section, Assessments Section, and HPMS/GIS/Mobile Operations Section within OPM. These sections provide highway data, mapping services, field condition data collection, and GIS dashboards for staff and public use. Assists with review, research, and interpretation of Administrative Code changes affecting engineering procedures and operational practices. Performs foundational engineering work, such as collecting technical information, reviewing standard practices, and verifying data for accuracy. Assists with Chief’s Office requests, including preparation of briefings, meeting materials, and technical presentations. Supports the development, refinement, and documentation of written processes and Standard Operating Procedures (SOPs) for the Maintenance Management System (MMS) and Pavement Management System (PMS). Other duties as assigned.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range:  NC16/$57,983-$101,470

Management prefers applicants with the following:

  • Knowledge of the principles and practices of civil engineering
  • Demonstrated ability to explain engineering concepts and related facts in a clear, concise and organized manner, both verbally and in writing, for a variety of audiences
  • Experience organizing resources, planning, scheduling, and coordinating work to maintain schedules
  • Experience with computers including the use of GIS Applications and MS Office products such as Word, Excel, Outlook SharePoint, etc.
  • Demonstrated ability to establish effective working relationships that foster organizational success

Minimum Education and Experience

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.

Necessary Special Requirements

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
