CALIBRE Systems, Inc., an employee-owned management consulting and digital transformation company, is looking for a highly motivated Program Manager to join our dynamic team supporting a federal client. This position provides direct program management oversight for secure federated cloud service environment (enclave) initiatives, ensuring discrete projects are delivered on time, within scope, and meet quality and customer satisfaction expectations.

 

Responsibilitiesinclude, but are not limited to:

·       Accountable for all aspects of Enclave task delivery, including cost, schedule, quality, risk, and stakeholder satisfaction.

·       Oversee multiple Task Leads and Project Managers supporting enclave architecture, security, operations, and enhancements.

·       Ensure all Enclave deliverables meet statement of work requirements for:

o   FISMA Moderate, FedRAMP Moderate, and Zero Trust compliance

o   Authority to Operate (ATO) achievement and sustainment

o   Multi cloud infrastructure and DaaS operations

·       Serve as primary point of accountability with the National Institutes of Health (NIH) Contracting Officer’s Representative (COR) for Enclave outcomes.

·       Ensure cross task coordination with other Program Managers.

·       Drive continuous improvement using performance metrics, dashboards, and user feedback.

·       Approve major architectural, security, and operational decisions.

Required Skills

  • Strong program/project management skills, including oversight of scope, schedule, resources, and performance
  • Ability to manage multiple subordinate leads or managers across complex efforts
  • Deep knowledge of federal and NIH security standards and enclave operations
  • Experience managing IT or cloud-based projects with multiple stakeholders
  • Familiarity with federal project management expectations and structured delivery models
  • Strong organizational, communication, and coordination skills
  • Ability to deliver high-quality outcomes in complex federal environments
  • Ability to communicate clearly and effectively in written and verbal English

Preferred Skills

  • Familiarity with Zero Trust and multi-cloud architectures
  • Knowledge of ATO processes and compliance-driven cloud environments
  • Additional certifications such as CISSP, CISM, PgMP, or CCSP

required Experience

  • Bachelor’s degree in Data Science, Statistics, Computing, Social Science, or related field
  • Current PMP (Project Management Professional) or equivalent certification
  • At least 2 years of experience as a Project Manager on efforts of comparable size and complexity
  • 5+ years of technical experience supporting federal IT systems
  • Demonstrated accountability for delivery of complex federal IT programs
  • Experience managing teams, including subordinate leads or managers
  • Experience leading projects for or within a federal agency or organization

Preferred Experience

  • Prior experience supporting NIH or Health and Human Services (HHS) programs
  • Experience managing ATO-authorized cloud systems
  • Experience working in secure, compliance-driven federal IT environments
