Minimum Qualifications:
Bachelors Degree in human resources, accounting, or a related field required; supplemented by five (5) years of experience in payroll, benefits, and/or pension administration, including lead or supervisory experience; or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification:
The purpose of this classification is to supervise staff and daily operations of the Benefits section of the Employee Benefit Division, interpret and administer the countys benefits package for current and retired employees, and provide oversight to the countys overall benefits program. This classification is distinguished from Employee Benefits Specialist, Senior in that this class has full supervisory authority and trains assigned staff, whereas the latter does not supervise assigned staff but provides lead direction as required.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; establishes workloads and prioritizes work assignments; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, procedures, and the communication of benefits and retirement information.
Supervises administration of medical, dental, vision, and life insurance benefits programs for active and retired employees of Fulton County: processes and reviews benefits enrollment, termination, status changes, and updates; conducts staff meetings with benefits carriers; trains employees and staff on new benefit offerings; works with plan administrators, legal personnel and actuaries to ensure continued compliance with applicable laws, rules and regulations regarding benefits; prepares enrollment communication; coordinates with health vendors to implement programs and services geared towards reducing health care costs; educates employees regarding wellness programs and prepares financial and analytical reports incentivizing employees to healthy behaviors.
Oversees and participates in reviewing, completing, and/or processing of various forms, reports, correspondence, and other documentation, including payroll reports, enrollment documentation and spreadsheets, premium detail reports, open enrollment information, retirement documents for retiring employees, and other items; reviews items completed or processed by subordinate staff to ensure accuracy; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Develops instructions for implementing benefits enrollment changes on automated payroll system: oversees periodic upgrades to Countys Human Resources System for Benefits section and coordinates with vendors for their system upgrades; and monitors and implements changes as needed for health related vendors.
Supervises the monitoring of Consolidated Omnibus Budget Reconciliation Act (COBRA) enrollments, terminations, and billings
Monitors customer service programs for Employee Benefits Division: monitors service levels of vendors in health, supplemental insurance and other optional employee benefit programs investigates/addresses issues raised by employees, retirees and/or vendors; makes recommendations and decisions for problem resolution; applies Fulton County policies and procedures, applicable government laws, and benefit law to ensure compliance; confers vendors to discuss performance, concerns and collect funds and place in appropriate funding line; and conducts site visits to health care vendors to discuss service improvements.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including quarterly utilization reports, monthly spreadsheets, and expense reports; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including letters to vendors/employees, Quarterly KPI report, Annual Wellness Budget Reconciliation, and payroll activity reports; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with other managers, supervisors, HR personnel, health related vendors; benefit consultants, legal advisors, county staff/employees, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to employee benefits program administration; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.
