EMIS Services Specialist

Under the direction of the NEOnet Executive Director, the EMIS Services Specialist is responsible for the delivery of EMIS software support services to educational entities associated with the NEOnet consortium. This job has a FLSA status of Non-Exempt.

Major Responsibilities:

  1. Develop an understanding of the current student EMIS procedures and software and supporting SIS software.
  2. Provide rapid detection and solution to software inquiries and effective means of 'troubleshooting' user questions, concerns and needs.
  3. Assist, plan and deliver training for users of the current EMIS software and procedures.
  4. Develop a working knowledge of other software applications outside the respective software package of concentration.
  5. Act as primary contact between school district personnel and NEOnet regarding related questions and issues.
  6. Keep users notified of changes and/or updates to the current EMIS software, state reporting requirements and procedures.
  7. Ensure accuracy, completeness, and timeliness of all EMIS data submissions for all reporting periods as required by ODEW
  8. Collect, verify, and submit student, staff, course, program, and financial data in compliance with state and federal guidelines.
  9. Maintain access to ODEW systems (OH|ID, ODDEX, Data Collector, Secure Data Center, etc.) to complete reporting responsibilities.
  10. Review error reports regularly, identify discrepancies, and work with staff to resolve issues prior to state deadlines.
  11. Work collaboratively with districts staff/data owners to ensure staff, financial and student data align accurately for funding purposes.
  12. Prepare, write and distribute documentation as necessary to provide effective professional development, training and support for users.
  13. Perform district EMIS services as needed due to district transition.
  14. Assist in developing various software procedures as needed by NEOnet and school district personnel.
  15. Escalates and manages incidents with state support agency.
  16. Membership in OAEP and attendance at statewide EMIS meetings.
  17. Assist with advanced troubleshooting and technical guidance for complex EMIS reporting scenarios, including funding discrepancies, cross-district conflicts, and data integration errors.
  18. Mentor EMIS Liaisons in advanced data reporting techniques, EMIS business rules, and troubleshooting best practices.
  19. Perform other duties as assigned by the NEOnet Director.

Required Qualifications:

  1. Ability to read and understand software documentation, to develop instructional materials as needed, to conduct training programs in the use of software applications.
  2. Ability to work cooperatively and harmoniously with many individuals of varying backgrounds and to handle information professionally and confidentially.
  3. Ability to organize tasks into a logical and purposeful sequence.
  4. Provide problem-solving initiative, cultivate resources available from other OECN sites, the Ohio Department of Education, and associated commercial vendors.
  5. Familiarity with various computer systems and ability to use associated computer equipment.
  6. Ability to communicate with other employees and train others in the use of computer equipment.
  7. Maintain strict confidentiality of sensitive information and ensure compliance with all local and national security standards, policies, and regulations.
  8. Ability to apply EMIS business rules and validation logic to ensure data accuracy, compliance, and integrity.

Desired Qualifications:

  1. Minimum of two-year degree in Computer Science or equivalent.
  2. Working knowledge of computer languages and/or operating systems.
  3. Ability to use software tools to perform the tasks needed.
  4. Experience with the Data Analysis for Student Learning Software or equivalent.
  5. Principles of effective communication and customer service.

The employee frequently is required to reach with hands and arms, talk, or hear. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl, taste and smell. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. The employee may occasionally be expected to move and/or lift 100 pounds or move but may obtain assistance or use equipment and carts to facilitate these tasks. Specific vision abilities by this job include close vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
  4. Work Environment: While performing the duties of this job, the employee frequently works near moving, mechanical parts and is frequently exposed to fumes or airborne particles and risk of electrical shock. The noise level in the work environment is usually moderate to occasionally loud.
