The City of Oceanside is accepting applications to fill current and future vacancies for Emergency Medical Technician. The City is seeking to fill part-time, extra-help positions and possibly full-time positions. Part-time positions are limited to 1,000 hours per fiscal year and are not eligible to receive benefits. Full-time positions will receive partial benefits. Employment duration for both positions is limited to 36 months. The part-time positions will receive only sick leave hours as per Assembly Bill (AB) 1522. These positions (full-time and part-time) are at-will positions.

Examples of Duties
An Emergency Medical Technician (EMT) responds to medical emergencies; renders aid to injured parties; operates ambulances and other related medical equipment; participates in station, equipment and apparatus maintenance; attends training classes and drills; diagnoses medical problems and performs first-aid and resuscitator functions; and other related duties as assigned.

Experience: Six months of full-time field experience as an Emergency Medical Technician (EMT) in a 911 system is highly desirable.
Training: Equivalent to the completion of the twelfth grade.
License, Certificate:
Possess and maintain, as a condition of employment, the following:
Desirable Education: Fire Academy completion is highly desirable.
As a condition of continued employment, the incumbent must obtain the following certifications prior to completion of the Oceanside Fire Department EMT Academy:
Incumbents failing to obtain the San Diego County EMT certification and the State of California Class C driver's license with an ambulance driver's certificate prior to completion of the Oceanside Fire Department EMT Academy will be terminated without right of appeal.
Selected candidates who fail to obtain San Diego County EMT certification prior to the completion of the Oceanside EMT Academy will be terminated without right of appeal.
NOTE: Candidates must attach copies of the required certifications to the application and submit it by the application deadline. Applications without copies of the required certifications will not be considered.

Working Conditions and Selection Process
Environmental Conditions: Exposure to varying inside temperatures, correspondent with seasonal climate outside; exposure to the hazards of emergency medical services, to smoke and hazardous material fumes, to heat from fires, seasonal elements at emergency sites; exposure to communicable diseases (HIV, HBV, HCV, tuberculosis, meningococcal meningitis, various parasites, etc.)
Physical Conditions: Essential and marginal functions require maintaining physical condition necessary for minimal to frequent bending, turning, reaching, grasping, kneeling, standing, sitting, and walking; and moderate to heavy pushing, pulling, lifting and carrying. Physical strength and agility to lift and carry heavy objects, such as a gurney while transporting patients; lift, pull and operate gurney; climb ladders and stairs; bend, stoop, kneel, and crawl in tight spaces.
Selection Process: Failure to provide all required application materials will result in disqualification. All properly completed applications will be reviewed and the most appropriately qualified candidates will be invited to continue in the selection process.
The examination process will consist of a Physical Abilities Test, an EMT Skills Test, and an Oral Board Interview. Successful candidates will advance to a selection/hiring interview.
Candidates who successfully complete the selection process will be eligible for employment consideration.
Note: Prospective employee will undergo, and must successfully pass, a background reference check (including fingerprinting) and a medical examination. Drug screening may be required.

Vacation:
A full-time Emergency Medical Technician accrues vacation leave at the accrual rate of 4.62 hours for each 80 hours spent in a pay status. Maximum vacation leave accrual: 300 hours
Holidays:
A full-time EMT accrues holiday leave at the accrual rate of 4.62 hours for each 80 hours spent in a pay status.
Sick Leave:
A full-time EMT accrues sick leave at the accrual rate of 3.69 hours for each 80 hours spent in a pay status. Max sick leave accrual: Unlimited for a full-time EMT.
Tuition Reimbursement
Up to $2,000 per fiscal year.

Accrue Paid Sick Leave
In accordance with AB1522; Healthy Workplaces/Healthy Families Act of 2014, Extra-Help Emergency Medical Technician's will accrue sick leave at the rate of one (1) hour per every thirty (30) hours worked beginning on the first day of employment with an accrual cap of eighty (80) hours per fiscal year. Accrued sick leave may be used beginning on the 90th day of employment and a maximum of forty (40) hours may be used each fiscal year. Accrued sick leave can carry over to subsequent years with an accrual cap of eighty (80) hours. All provision of AB1522 shall apply, including compensation of accrued sick leave upon termination, resignation, retirement, or other separation from employment. Sick leave shall not be considered "hours worked" for purposes of calculating overtime.
