Lead a dedicated team responsible for preparing Charlotte County for the unexpected. Youll oversee emergency management operations, coordinate countywide preparedness initiatives, support disaster response, and help ensure our community remains safe, informed, and resilient during times of crisis.

As the Emergency Management Supervisor, youll play a vital leadership role in protecting the lives, property, and well-being of Charlotte Countys residents before, during, and after emergencies. By leading countywide emergency preparedness, response, recovery, and mitigation efforts, youll help ensure the County is ready to respond to hurricanes, natural disasters, public safety incidents, and other emergencies with confidence and coordination. Your work will strengthen community resilience through strategic planning, public outreach, interagency collaboration, and continuous improvement of emergency programs.

This position serves as the driving force behind the Countys emergency preparedness and operational readiness. From overseeing Emergency Operations Center activations and emergency notification systems to leading staff, managing critical resources, and coordinating with local, state, and federal partners, your leadership will help ensure emergency plans become effective action when every second counts. The work performed in this role directly supports the Countys mission of safeguarding the community and building a more resilient future.

ESSENTIAL JOB FUNCTIONS

• Develop, revise and maintain the Comprehensive Emergency Management Plan (CEMP) and other emergency and disaster mitigation, preparedness, response, and recovery plans.
• Planning and execution of projects and initiatives aligned with the priorities established by the Emergency Management Director and County leadership.
• Regularly brief the Emergency Management Director on program initiatives and assignments.
• Coordinate and participate in public outreach efforts.
• Prepare standard operating procedures, guidelines and checklists.
• Lead all-hazards planning initiatives and collaborate with various departments and jurisdictions on efforts such as the County THIRA.
• Manage Emergency Operations Center (EOC) activations, including situation monitoring and coordination of EOC units (Situation, Documentation, Logistics and Operations Support).
• Provide logistical support to disaster personnel and facilitate communication among employees, citizens, volunteers, and government agencies.
• Supervise Emergency Management personnel; assigns tasks, tracks progress and ensures regular project updates.
• Ensure departmental goals and timelines are achieved through data tracking and reporting.
• Maintain operational readiness of the EOC year-round to include supervising of the administration and vendor coordination for operational and situational awareness technology platforms such as WebEOC and ArcGIS dashboards.
• Coordinates the implementation of emergency plans such as the dormitory feeding and EOC operational schedules.
• Administer emergency public notification systems (e.g., Everbridge, Nixle, and IPAWS).
• Manage WebEOC functionality, user access, training, and vendor coordination.
• Ensure adherence to federal and state procedures within the EOC and field.
• Manage Mass Care resources such as shelter resource inventories and coordinate supply purchasing and restocking.
• Maintain the Emergency Management warehouse, designated Logistical Staging Areas (LSA) and various other disaster sites.
• Acts as liaison with GIS staff to ensure real-time mapping of incidents.
• Ensure expenditures align with federal, state and local procurement guidelines.
• Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.

Knowledge, Skills and Abilities:

• Knowledge of departmental policies, plans, and procedures.
• Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
• Knowledge of operations and practices of local government.
• Knowledge of local, state, and federal Disaster Preparedness ordinances, regulations, and guidelines.
• Knowledge of emergency management principles and practices.
• Knowledge of local, state (F.S.S. 252.351) and federal (FEMA, DHS) emergency management regulations, guidelines and compliance standards.
• Knowledge of Emergency Operations Center (EOC) functions and the Incident Command System (ICS) and National Incident Management System (NIMS).
• Knowledge of the geography and special characteristics of the various parts of Charlotte County, adjoining communities, and the City of Punta Gorda.
• Knowledge of budget development, grant management and procurement guidelines.
• Knowledge of data management systems, GIS-based tools and logistics.
• Leadership and team management skills, including the ability to supervise, coach and evaluate the performance of personnel.
