Summary You will serve as an EMERGENCY MANAGEMENT SPECIALIST in the Emergency Planning Division (Code 1130) of the Executive Support Office (Code 1100) of NORFOLK NAVAL SHIPYARD. Responsibilities You will coordinate efforts with internal and external operational resources to ensure the shipyard receives assistance during the threat of an emergency or during an actual emergency. You will monitor and evaluate the reasonableness of shipyard facilities used during emergencies and drills. You will provide training and mentorship to lower-level employees. You will employ principles of the National Incident Management System (NIMS) during drills to achieve effectiveness and maximum casualty preparedness. You will analyze the impact of proposed legislation and regulatory guidance and make recommendations to management concerning improved operational procedures and emergency management procedures. You will develop new or revised procedures and policy to sustain the effectiveness of emergency program operations while maintaining compliance with regulatory guidance. Requirements Conditions of Employment Qualifications GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying emergency contingency planning and procedures, to include the ICS and NIMS to appropriately respond to, and sustain the effectiveness, coordination, and alignment of operations and resources during emergency situations and planned drills. Experience providing sound advice to management concerning emergency management procedures, conducting studies related to the outcome of emergency preparedness drills, developing and modifying plans and procedures to sustain the effectiveness of the shipyards emergency management program, and respond appropriate to hazards and unplanned emergency situations that arise. Experience applying local, state, state, military and federal planning and response procedures, plans, operating procedures to align the shipyards response with the operation of partnering agencies, stakeholders, and resources. GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing appropriate methods to assess the effectiveness of emergency management plans, programs, drills, and response to actual emergencies. Experience applying the mission, program's structure, and policies of Norfolk Naval Shipyard and its functions, departments, mission, and naval structure to correctly plan and consider the functions and needs of each shipyards segment. Experience utilizing techniques and resources available to supplement, provide assistance, and maintain operational efficiency during actual hazards and emergencies.
