As a EMERGENCY MANAGEMENT SPECIALIST (GS-0089-11), you will develop, review, coordinate and execute the wings Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, ANG, Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery. The position develops, manages and executes the wing EM programs, ensuring effective prevention, protection, mitigation, response, and recovery operations to allow continued mission capability at the wing level.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing states National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a two year trial period.
  • Participation in direct deposit is mandatory.
  • Positions covered by this PD must be reviewed for proper "Testing Designated Position (TDP)" coding to comply with the AF Civilian Drug Demand Reduction Program (AFI 44-107).
  • Position is required to maintain classified documents; therefore, requires a security clearance, the applicant must possess or be able to obtain a clearance within one year of appointment.
  • Must have successfully completed, or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.
  • May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work outside normal duty hours
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
  • The functional manager and hiring manager will determine length of time for qualified applicants to obtain emergency management certification in accordance with DoD and/or Service affiliation requirements.

Qualifications

Military Grades: ENLISTED

SPECIALIZED EXPERIENCE:

Must have one year specialized experience, education, or training equivalent to at least the next lower grade level that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Experience developing, coordinating, obtaining approval, and publishing plans and procedures for implementation of wing policies and instructions relating to Emergency Management (EM). Experience developing, updating, and coordinating the Wing Emergency Management Plan (IEMP) 10-2. Experience establishing wing emergency management plan objectives, effectively correlating the requirements on interdependent functional areas and provides comprehensive and timely guidance for all units in accordance with Homeland Security Presidential Directives (HSPDs), National Response Framework (NRF), National Disaster Recovery Framework (NDRF), Consequence Management (CM), National Incident Management System (NIMS), the Air Force Incident Management System (AFIMS), and DOD guidance.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, in related field.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position. Applicants must have a combination of specialized experience and college academic courses in business management, speech, English grammar, algebra, biology, physics, chemistry, and computer operations.

Graduate Education: Education at the graduate level in an accredited college or university.

Additional information

Recruitment/Relocation Incentive: May be authorized for highly qualified candidates or hard to fill positions. TAG is final approval authority for any incentive requests.

Relocation costs are authorized subject to provisions of the Joint Travel Regulation and an agency determination that a Permanent Change of Station (PCS) move is in the Governments best interest.

Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. TAG is final approval authority for incentive programs (applicable to newly appointed federal employees or those with a 90 day break in service).

ADDITIONAL CONDITIONS OF EMPLOYMENT:

Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position.

This position may be designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. Key designation should be determined locally.

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

To maintain the position, the incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
